Adopt a Memorandum of Understanding (Attachment 1) with the Santa Ana Police Officers <br />Association (SAPOA) regarding wages and other terms and conditions of employment. <br />2. Approve an Appropriation Adjustment to fund the estimated first year cost of $4.3 million. <br />(Requires five affirmative votes per City Charter Section 609) <br />DISCUSSION <br />The City and the SAPOA recently completed contract negotiations resulting in a new three-year <br />Memorandum of Understanding (MOU). The MOU covers July 1, 2018 through June 30, 2021. <br />The major provisions of this agreement include: <br />Term: A three-year term, from July 1, 2018 through June 30, 2021. <br />2. Salary: Effective retroactively to July 1, 2018 and January 1, 2019, the base salary of <br />employees covered by this MOU shall be increased by two and a half percent (2.5%). <br />Effective July 1, 2019, the base salary of employees covered by this MOU shall be increased <br />by four percent (4%). Effective July 1, 2020, the base salary of employees covered by this <br />MOU shall be increased by four percent (4%). The MOU therefore provides for a total increase <br />of 13%. <br />3. Career Development: Career Development pay for both sworn and non -sworn employees <br />for having certain educational credentials such as a college degree or training units as <br />currently specified in the MOU will be available to all employees in the bargaining unit upon <br />hire with no years of service required for eligibility. <br />4. Longevity Pay: Effective retroactively to July 1, 2018, longevity pay for sworn employees <br />shall increase from 2.5% to 5% of the base monthly salary step for 15-19 years of service <br />and from 5% to 10% of the base monthly salary step for completion of 20 years of service <br />or more. Longevity credit shall include sworn law enforcement service from any law <br />enforcement agency. On average, this amounts to an increase of $1,310,939. <br />6513-1 <br />
