REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />FEBRUARY 5, 2019 <br />TITLE: <br />AWARD CONTRACT TO QUALITY <br />FENCE CO., INC., FOR CHAIN-LINK <br />FENCE AND GATE INSTALLATION <br />(SPECIFICATION NO. 18-080) <br />{STRATEGIC PLAN NO. 6, 1C} <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1s' Reading <br />❑ Ordinance on 2n° Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Award a contract to Quality Fence Co., Inc., for chain-link fence and gate installation for a one- <br />year period, with provisions for two one-year renewals exercisable by the City Manager, in an <br />annual amount not to exceed $200,000, subject to nonsubstantive changes approved by the City <br />Manager and City Attorney. <br />DISCUSSION <br />The Public Works Water Resources Division is responsible for maintaining the daily operations of <br />the water and sanitary sewer systems with an average demand of 43 million gallons and 45,000 <br />services per day. The City's system is comprised of approximately 444 miles of water main, 45 <br />million gallons of storage at seven sites, seven Metropolitan Water District connections, 21 <br />groundwater wells, 7 pump stations, 1 elevated tank, 4 pressure regulating stations, and utilizes 2 <br />pressure zones. Services provided under the chain-link fence and gate installation contract will <br />improve security around the water system's wells, reservoir stations, and water facilities. The <br />work shall consist of, but not be limited to, the removal and proper disposal of existing fencing <br />and the construction of fabricated industrial steel fencing and/or vinyl -chloride chain-link fencing <br />at various locations. <br />The Notice Inviting Bids was advertised on November 29, 2018, on the City's online bid <br />management and publication system. A summary of the bid invitation and bids received is as <br />follows: <br />325 Vendors were notified <br />4 Santa Ana vendors were notified <br />25 Vendors downloaded the bid packet <br />5 Bids received <br />0 Bids received from a Santa Ana vendor <br />2213-1 <br />
