SCOPE OF SERVICES AND SCHEDULE <br />shall be included on the signing and striping plans. <br />KOA will work with the City to provide cohesive <br />wayfinding signage. KOA will provide detail sheets <br />and Standard Special Provisions for the wayfinding <br />signage. The final signing and striping plan will be <br />prepared for plotting 1"=40' scale, 24" x 36". <br />5.4 Landscape and Irrigation <br />NUVIS will prepare the detailed landscape and <br />irrigation plans showing planting scheme and <br />irrigation connections for traffic circle and mini - <br />roundabout locations, where feasible. The plans will <br />be prepared at 1"=20' scale to provide adequate <br />detail, and per City of Santa Ana standards. Use <br />of low-water and low maintenance plants will be <br />considered in developing final planting plans. <br />Special coordination with the serving electrical utility <br />will be required to provide irrigation connections. We <br />will make direct contact with the serving utility as <br />required to secure electrical service. <br />5.5 Specifications and Cost Estimates <br />Technical specifications will be completed in Word <br />format following the City's boilerplate. Technical <br />standards and specifications will follow Caltrans <br />standard plans and specifications for traffic signal <br />design, Greenbook and City of Santa Ana standard <br />plans and specifications, and California MUTCD <br />standards. <br />The cost estimate will be quantity -based using <br />recent bid prices as a basis and completed using <br />Excel. We will also incorporate any State language <br />required to meet AHSC program requirements. If the <br />project requires a DBE goal, KOA will assist the City <br />in calculating one. <br />5.6 Water Quality Management Plan <br />KOA will work with the City in meeting Low Impact <br />Development (LID) requirements and prepare <br />a Water Quality Management Plan (WQMP) for <br />the project. KOA will identify the required Best <br />Management Practices (BMP's) per site conditions. <br />Soil and infiltration testing shall be performed for <br />LID design. Under this task, we will incorporate <br />storm water runoff control and pollution prevention <br />h1►I1 <br />KOA <br />Best Management Plan (BMP) measures into the <br />specifications and plans for the project to satisfy <br />storm water compliance requirements. <br />5.7 Hydrology and Hydraulic Study <br />The KOA team will gather and perform a thorough <br />review of available drainage plans, the City of <br />Santa Ana's Master Drainage Plan, utility plans, <br />drainage reports, and other plans relevant to the <br />project. In addition, the team will investigate the <br />existing hydrology and drainage conditions along the <br />project alignment; perform a thorough field review <br />of flow patterns, design constraints, and existing <br />improvements; perform a hydrology study based <br />on the 2-year, 10- year, and 50-year storm events <br />utilizing the Orange County Flood Control District's <br />methodology; and prepare a final report. The final <br />report will consist of a project narrative, hydrology <br />and hydraulic calculations, and drainage concepts. <br />5.8 QA/QC Plan <br />The KOA team has a robust QA/QC process that is <br />followed from beginning to end of the project. The <br />QA/QC plan includes a number of steps including <br />color -coded review comments, completion of review <br />checklists, and independent peer review from senior <br />staff to ensure the feasibility and constructability of <br />the project. A constructability review our company's <br />Construction Management division also allows us <br />to make improvements earlier in the design phase. <br />KOA may provide QA/QC checklists and response <br />to review comments upon request. <br />5.9 Review Meeting with City <br />KOA has allotted four weeks for various City <br />departments to review the 60% design plans, <br />Standard Special Provisions, and cost estimate. <br />After City review is complete, KOA will meet with <br />the City review team for constructability review and <br />to discuss comments and finalize the list of needed <br />improvements. It may be necessary for outside <br />agencies such as Orange County Fire Authority <br />and the State to review the plans as well. KOA will <br />keep a log of comments and plan of action. KOA <br />will then refine the plans to present a schematic <br />representation of the project corridor at Community <br />Meeting 2. <br />15 <br />
