SCOPE OF SERVICES AND SCHEDULE <br />estimates for City review at the 60% level of <br />completion. The 60% plans shall Include the tasks <br />listed below. <br />Traffic considerations for limited working hours, <br />construction phasing, and City services schedules <br />shall be noted for City insertion into the general <br />Standard Special Provisions. Technical standards <br />and Standard Special Provisions will follow Caltrans <br />standard plans and Standard Special Provisions <br />for traffic signal design, Greenbook and City of <br />Santa Ana standard plans and Standard Special <br />Provisions, and MUTCD standards. <br />The design components include traffic circles, mini - <br />roundabouts, curb extensions, bulb -outs, sidewalk <br />improvements, draining and utility adjustments <br />and relocations, Class III sharrow markings and <br />signage, new partial TOUCAN traffic signal, bike <br />detectors, intersection or crosswalk speed reduction <br />treatments, traffic calming related work, wayfinding <br />signage, and pedestrian facility upgrades needed for <br />ADA compliance. <br />5.1 Mini -Roundabout, Traffic Circle, ADA <br />For the locations which require mini -roundabout, <br />traffic circle, curb extensions or bulb -outs, KOA <br />will provide appropriate design parameters based <br />on the traffic data and analysis. All traffic calming <br />design elements must conform to California MUTCD <br />requirements. Any proposed deviations from <br />standards outlined in the California MUTCD are to <br />be identified and written justifications provided for <br />approval by the City Traffic Engineer. <br />Plan and profile drawings shall be created for mini - <br />roundabout and traffic circle design, and other <br />locations requiring pavement and drainage grade <br />changes. Typical cross sections will be provided for <br />mini -roundabout and traffic circle design. <br />All design locations should be reviewed for impacts <br />to drainage, fire department facilities, bus routes, <br />and pedestrian facilities to ensure that the final <br />design is ADA compliant. KOA will prepare final <br />improvement plans for the mini -roundabout and <br />traffic circles at 1"=20' scale, the precise location of <br />Y OF SANTA ANA <br />KOA <br />proposed curbs, and other hardscape treatments. <br />5.2 Pedestrian Signal at Main Street/15th Street <br />An intersection base plan will be prepared at 1"=20' <br />scale. The base plan will show centerlines, right- <br />of-way lines, relevant existing or proposed street <br />improvements, utilities of record, and existing <br />traffic controls and improvements. Proposed new <br />or modified facilities will be designed and shown <br />on the drawing to create a complete traffic signal <br />plan. Each plan will conform to the requirements of <br />the City of Santa Ana and will reference the latest <br />edition of the Caltrans Standard Plans and Standard <br />Special Provisions. The plan will include all notes, <br />schedules, and other features required to show <br />future conditions completely and properly. The plans <br />and Standard Special Provisions will include any <br />special design features that are routinely used by the <br />City of Santa Ana at all signalized intersections. <br />Special coordination with the serving electrical utility <br />will be required to provide traffic signal service and <br />utility connections. We will make direct contact with <br />the serving utility as required to secure electrical <br />service. <br />Traffic diverters shall be shown in conjunction with <br />the TOUCAN signal. Civil improvements will be <br />called out as needed to provide clear direction for <br />construction of the concrete diverters. <br />For existing signals where bicycle loop detection is <br />proposed, the plan may show only the immediate <br />area around each detector, rather than the entire <br />intersection. Bike loop detection connections to <br />the power source, and new phasing diagrams (if <br />needed) will be provided. <br />5.3 Channelization and Signage <br />Channelization plans will be prepared for the entire <br />proposed Class III bikeway. They will show the <br />location of all proposed traffic signs, stripes, and <br />markings and the proper disposition of all affected <br />existing signs and markings. Any work required to <br />transition the proposed stripes to join with existing <br />stripes on intersection approaches will be provided. <br />Wayfinding signage along the project corridor <br />14 <br />
