The studywas peer reviewed by <br />the Cltys Public Works Agency and Kimley-Horn an on-call traffic engineering firm .The study evaluated 16 <br />intersections, 10 roadway segments, 6 neighborhood intersections, 10 neighborhood roadway segments <br />and 15 freeway segments (DEIR Section 4.1 1). Impacts were analyzed for the existing conditions (2018), <br />expected project opening year ( 2020) and future conditions (2040). The 2020 conditions include the planned <br />Caltrans improvement project which will add one continuous High Occupancy Vehicle (HOV) lane in each <br />direction along the northbound and southbound 1-5 freeway between SR -55 and SR -57, which would result <br />in the removal of the 1-5 HOV northbound entrance and southbound exit ramps at the intersection of N. <br />Main Street/Edgewood Road 1-5 ramps. The LOS criteria uses an "A" to "F" rating scale; an "A" <br />rating meaning traffic conditions have the least amount of traffic congestion (free flowing traffic) and an "F" <br />rating meaning traffic conditions will have the most traffic congestion (forced or breakdown of traffic flow). <br />As a standard practice, the City has adopted an operational LOS rating of D as the minimum acceptable LOS <br />for intersections and roadway segments, except that for intersections and roadway segments that fall within <br />major development areas, the City adopted a LOS rating of E as the minimum acceptable LOS. LOS is <br />obtained by calculating the ratio of vehicles at an intersection or roadway segment versus the vehicle <br />capacity of that intersection or roadway segment (Vehicles/Capacity). <br />The City acknowledges that the proposed project would generate additional traffic and that would result in <br />an increase in vehicle trips on area roadways (2,698 trips).
