Over the last 10 years, multi -family projects <br />similar in character to the proposed project have been constructed and/or approved with parking ratios <br />ranging from 1.6 to 2.20 parking space per unit. Therefore, staff is recommending that the parking capacity <br />of the project be increased to 2.0 parking spaces per unit (with staff recommended changes to maximum <br />density 476 units would equate to required capacity for a minimum of 952 spaces). These recommendations <br />are supported by the applicant and included in the Development Agreement. <br />Regional Housing Needs Allocation <br />Santa Ana's Regional Housing Needs Allocation (RHNA) is 405 units for the planning period of 2014 through <br />2021. RHNA progress is reported annually to the state and is tracked by the number of building permits <br />issued at the time that the report is completed. From 2014 to 2017, building permits were issued for 916 <br />dwelling units, approximately 59 percent of the overall target; 87 very low, 70 low and 30 moderate units <br />remain to fulfill the City's Regional Housing Need Allocation.
