REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />MARCH 5, 2019 <br />TITLE: <br />APPROVE SECOND AMENDMENT TO <br />SIEMENS MASTER SERVICES AGREEMENT <br />FOR ON-GOING CITY-WIDE CAMERA <br />SYSTEM PROJECTS AND MAINTENANCE <br />(STRATEGIC PLAN NO. 1, 1J) <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 13' Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute the second amendment to the <br />Master Services Agreement (#A-2017-289) with Siemens, Inc., for ongoing City-wide camera <br />system projects (City Parks) and systems maintenance. The amendment includes additions to the <br />original scope of work (four new City Parks and Year 2 of systems, maintenance), and increases <br />the overall agreement amount of $1,221,250 by $295,574, for a new amount not to exceed <br />$1,516,824, subject to non -substantive changes approved by the City Manager and City Attorney. <br />The term of the agreement remains November 9, 2017 through November 8, 2020. <br />DISCUSSION <br />In 2010, the City of Santa Ana contracted with Siemens, Inc. to design and build a complete video <br />security system for the Police Administration Building and the Orange County Civic Center. The <br />Orange County Civic Center (including the Police Administration Building) is located in the center <br />of Santa Ana and is the County Seat, which houses key Federal, State, County, and local <br />governmental facilities. Since that time, the City's Video Security System has been expanded to <br />include community centers, City parks, the Historic Downtown District, and the Santa Ana Jail. <br />Currently, there are approximately 370 cameras, including eleven Code Blue Help Points that <br />comprise the City's system. <br />On October 17, 2017, the City Council approved an agreement (#A-2017-289) included funding for <br />camera sub -systems for four City Parks: Jerome Park, Santa Anita Park, Chepa's Park, and <br />Memorial Park (Exhibit 1). Although funding was identified, scopes of work were not yet developed <br />or available. Now that the scopes of work have been developed, the agreement needs to be <br />amended to include these park camera projects. The updated cost proposals for the four parks is <br />$34,474 higher than the original estimate and funding included in the original agreement. These <br />parks subsystems will add approximately 60 cameras to the existing City-wide system for an <br />approximate total of 430 cameras. <br />2513-1 <br />
