PERFORMANCE SCHEDULE <br />First draft of revised Toolkit for the City's review must be delivered by February 15, 20% City will <br />submit suggested edits and feedback of revised Toolkit to consultant by February 27, 2019. Final <br />approved revision of the Toolkit must be delivered by March 8, 2019 to align with performance goals <br />and objectives of the UAWG Harbor Region and deadlines put forth by the UASI grant program. The <br />City anticipates the final award of agreement to the vendor on December 18, 2018. <br />D. MINIMUM REQUIREMENTS <br />1. Proposer shall have substantial knowledge of the Homeland Security Exercise and Evaluation <br />Program (HSEEP). <br />2. Proposer shall have five years or more of experience in planning and training for active <br />shooter incidents. <br />3.
