Councilmember Sarmiento, provided historical review of other projects that <br />have had incompatible use with the community. Requested staff to outline what <br />is currently allowed to be developed by right. Noted Planning Commission is an <br />advisory body to the City Council. Requested staff to provide City Council with <br />project recommendation. Directed staff to communicate with developer to <br />pursue possibility of modifying project. <br />Applicant Jeremy Ogulnick addressed council's questions. <br />Council discussion continued. <br />Mayor Pro Tem Villegas, requested staff to provide development project <br />measurements and expressed fire safety concerns. <br />Councilmember Penaloza, expressed concern as to parking impact. Requested <br />staff to provide efforts to address parking management on current projects. <br />Councilmember Solorio, expressed concern EIR did not identify more potential <br />impacts and staff efforts to address community concerns. Directed staff to <br />indicate if project meets State guidelines, discuss parking management <br />enforcement options, and to pursue options to create housing preference to <br />Santa Ana residents. Opposed to proposed development project. Supportive of <br />contracting Santa Ana Police to provide security options. <br />City Attorney Carvalho, outlined options to address security concerns, <br />recommended Councilmembers to discuss options with Police Chief Valentin, <br />and discussed Santa Ana resident housing incentives. Indicated developers <br />.proposed revisions. are too, extensive to be addressed at this meeting. <br />Developer and Applicant, Ryan Ogulnik, provided City Council with presentation <br />outlining proposed revisions to reduce density impact. <br />Mayor Pulido, unsupportive of proposed development project. Noted current <br />housing projects under consideration by the City of Santa Ana exceeds 1,000 <br />units. <br />MOTION. Deny staff s recommendation. <br />MOTION: Villegas SECOND: Pulido <br />Council discussion continued. <br />Acting City Manager Mendoza, provided City Council with timeline revised <br />project could potentially return to Planning Commission and City Council. <br />Councilmember Solorio, requested staff to clarify if City Council has discretion <br />to revise proposed development.
