Tentative Parcel Map No. 2017-03 <br />January 16, 2019 <br />Page 2 <br />Protect Description <br />The applicant is requesting approval of a parcel map to conduct two actions: Merge five parcels into <br />one site, and subdivide the merged parcels into two parcels of land. Parcel 1 will be 3 -acre site that <br />will be occupied by County Building 16, a new six -story, 247,069 square foot office building over two <br />levels of subterranean parking for 350 vehicles that is currently under construction. Parcel 2 will be <br />an 8.746 -acre site that currently occupied by three County Buildings: Building 10 (Hell of <br />Administration), Building 12 (Hall of Finance) and Building 14 (Public Defender) as well as surface <br />and subterranean parking areas. <br />Prolect Background <br />In March 1054, building permits were issued for the development of an office (Welfare) building for <br />the County of Orange. In 2016, the County prepared a master plan of development for the Civic <br />Center complex, which included the County office buildings. Included in the master plan was the <br />demolition of the existing County Coroners building, which was used for storage after the Coroner <br />relocated to Santa Ana Boulevard, and the construction of a new mid -rise office building. In late 2018, <br />the County commenced construction on the six -story, approximately 250,000 square foot building. In <br />order to create a separate parcel for the building, the County submitted an application that would <br />merge five existing parcels and create two properties, one for the new building and the other for the <br />remaining County buildings. Proposals to create subdivisions of less than five parcels, such as the <br />current project, require review and approval by the Zoning Administrator. <br />Prolect Analysis <br />Subdivision requests are governed by Chapter 34 and Chapter 41 of the SAMC. Pursuant to Section <br />66473.5 and 66474 of the California Subdivision Map Act, applications for tentative parcel maps are <br />approved when it can be shown that findings can be made in support of the request. Specifically, <br />findings related to the proposal being consistent with the General Plan, the site Is In conformance <br />with all applicable City ordinances, the project site is physically suitable for the type and density of <br />the proposed project, the proposed project will not cause substantial environmental damage or <br />substantially and avoidably injure fish and wildlife or their habitat, the proposed project will not cause <br />serious public health problems, or the proposed project will not conflict with easements necessary <br />for public access through or use of the property must be made. Using this Information staff has <br />prepared the following analysis, which, In turn forms the basis for the recommendation contained in <br />this report. in analyzing the applicant's request, staff believes that the following analysis warrants <br />approval of the tentative parcel map. <br />The applicant is seeking approval of a tentative parcel map to merge five existing parcels into two <br />lots forthe County of Orange. In conjunction with the parcel map, the County is currently constructing <br />an approximately 250,000 square foot office building that will be located on Parcel 1, The remaining <br />three County buildings will be located on Parcel 2, an 8.7 -acre parcel that will be created by the <br />proposed map. The lots will continue to be utilized for governmental office purposes. Since this <br />application is to merge and subdivide a lot only, no major issues were identified with the proposal. <br />in reviewing the project, staff determined that the proposal as conditioned is consistent with the <br />32C-6 <br />
