REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />MARCH 19, 2019 <br />TITLE: <br />REQUEST FOR TIME EXTENSION OF <br />MEASURE M2 COMPREHENSIVE <br />TRANSPORTATION FUNDING PROGRAM <br />FOR WARNER AVENUE IMPROVEMENTS <br />PHASE 1 (PROJECT NO. 146802) <br />(NON -GENERAL FUND) <br />{STRATEGIC PLAN NO 6, 1G} <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on ll 1 Reading <br />❑ Ordinance on 2n1 Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the Public Works Agency to request a one-time, two-year time extension of Measure M2 <br />Comprehensive Transportation Funding Program construction funds for the Warner Avenue <br />Improvements from Main Street to Oak Street project. <br />DISCUSSION <br />Warner Avenue is a regionally significant arterial roadway providing east -west travel through the <br />City (Exhibit 1). The existing conditions between Main Street and Oak Street have several unsafe <br />features, including uncontrolled left turns, insufficient access to standards pursuant to the <br />Americans with Disabilities Act (ADA), and no bike lanes. Substantial congestion occurs during <br />peak periods. It is expected that the level of service will worsen as traffic volumes increase due to <br />the Tustin Legacy development currently under construction in the city of Tustin, along with other <br />factors. The Warner Avenue project improvements from Main Street to Oak Street include adding <br />sidewalks and bike lanes, undergrounding utilities, widening the roadway from the existing four <br />lanes to six lanes. In addition to the on -street, dedicated Class II bike lanes and ADA -compliant <br />sidewalks, the proposal includes a raised landscape median and a landscaped parkway buffer, <br />both with drought -tolerant plants. <br />On November 21, 2017, the City Council adopted Resolution 2017-068 (Exhibit 2) authorizing the <br />Executive Director of Public Works to submit an application for the remainder of the required <br />construction funding, in the amount of $4,629,750. Subsequently, the Warner Avenue project was <br />awarded grant funding in the amount mentioned above from the Orange County Transportation <br />Authority (OCTA) Measure M2 Comprehensive Transportation Funding Program (CTFP) for Fiscal <br />Year 2018-19. <br />However, the Warner Avenue project involves acquisition of 24 properties and relocation of 31 <br />residences that must be completed before construction can begin. The Public Works Agency has <br />made a diligent effort to negotiate and complete these acquisitions to meet the required funding <br />timeline. To date, the City has completed the acquisition of 20 of 24 parcels and relocation of 18 <br />of 31 residences.
