Time Extension of Measure M2 CTFP Funds for Warner Avenue Improvements Phase 1 Project <br />March 19, 2019 <br />Page 2 <br />reached on several properties that require more time. The ongoing negotiations now put the <br />schedule for award of a construction contract beyond June 30, 2019. <br />In accordance with CTFP guidelines, the construction phase for this project must be awarded by <br />June 30, 2019. Staff recommends that the City Council authorize the Public Works Agency to <br />request a one-time, two-year extension of Measure M2 CTFP funding for the following project to <br />avoid the grant award from lapsing: <br />Additionally, the time extension will allow for increased project coordination as both Warner Phase <br />1 (Main to Oak) and Phase 2 (Oak to Grand) are planned for construction activities to take place <br />during the same Fiscal Year, in addition to utility undergrounding coordination process along this <br />corridor, which was approved by City Council October 16, 2018. In doing so, the project costs and <br />community impacts will be minimized during construction. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #6 — Community Facilities & <br />Infrastructure, Objective #1 (establish and maintain a Community Investment Plan for all City <br />assets), Strategy G (develop and implement the City's Capital Improvement Program in <br />coordination with the Community Investment and Deferred Maintenance Plans). <br />ENVIRONMENTAL IMPACT <br />On September 1, 2015, City Council approved the Warner Avenue Final Environmental Impact <br />Statement (SCH No. 2012101004). <br />FISCAL IMPACT <br />If the aforementioned time extension is not approved, $4,629,750 in Measure M2 CTFP grant funds <br />will exp' a and the Warner Avenue project construction phase will become unfunded.
