Conduct a public hearing in consideration of the approval and submission of the Housing <br />Authority Annual Plan to the United States Department of Housing and Urban Development. <br />2. Adopt a resolution to approve the Annual Plan and authorize the City Manager/Executive <br />Director of the Housing Authority to submit the Annual Plan to the United States Department <br />of Housing and Urban Development. <br />COMMUNITY REDEVELOPMENT AND HOUSING COMMISSION RECOMMENDATION <br />At its Regular Meeting on March 28, 2018, by a vote of 4:0 (Cano, Santana absent), the <br />Community Redevelopment and Housing Commission approved the recommended action. <br />DISCUSSION <br />The United States Department of Housing and Urban Development (HUD) requires housing <br />authorities that administer a Housing Choice Voucher (HCV) program to have an Annual Plan <br />and HGV Administrative Plan. The purpose of the Housing Authority of the City of Santa Ana <br />(SAHA) Annual Plan is to advise HUD, program participants, applicants, and members of the <br />public on our policies, programs, operations, and strategies for meeting local housing needs and <br />goals. The purpose of the HCV Administrative Plan is to establish policies for administering the <br />Housing Choice Voucher Program in a manner consistent with HUD requirements, local goals, <br />and objectives contained in SAHA's 5 -Year Plan and Annual Plan. <br />The Annual Plan (Exhibit 1) provides detailed information about the current operations of the <br />housing authority. As required by HUD, a Resident Advisory Board meeting was held on January <br />18, 2018 with approximately 31 residents who receive assistance from the housing authority. <br />The meeting was conducted in three languages: English, Spanish, and Vietnamese. All active <br />HCV Program participants were mailed an invitation to participate on the Resident Advisory <br />3-1 <br />
