EXHIBIT 1 <br />FAMILY UNIFICATION PROGRAM <br />MEMORANDUM OF UNDERSTANDING <br />Between <br />HOUSING AUTHORITY OF THE CITY OF SANTA ANA <br />20 Civic Center Plaza, Santa Ana, CA 92702 <br />And <br />ORANGE COUNTY SOCIAL. SERVICES AGENCY <br />800 N. Eckhoff St. Orange, CA 92868 <br />And <br />ORANGE COUNTY CONTINUUM OF CARE <br />1300 South Grand, Second Floor, Building B Santa Ana, CA 92705 <br />1. BACKGROUND <br />The Family Unification Program (FUP) promotes unification by providing Housing Choice <br />Vouchers (HCVs) to the following households with low-income: <br />Families for whom the lack of adequate housing is a primary factor in <br />a. The imminent placement of the family's child or children in out -of -home care, <br />or; <br />b. The delay in the discharge of the child or children to the family from out -of - <br />home care. <br />2. Youths who have attained at least 18 years and not more than 24 years of age and <br />who have left foster care, or will leave foster care within 90 days, in accordance <br />with a transition plan described in section 475(5)(H) of the Social Security Act, and <br />is homeless or is at risk of becoming homeless at age 16 or older. <br />Public Housing Agencies (PHAs) administer FUP in partnership with Public Child Welfare <br />Agencies (PCWAs) that are responsible for referring potential FUP households to the PHA <br />for determination of eligibility for rental assistance. Once the PCWA makes the referral, the <br />PHA determines whether the household meets HCV program eligibility requirements, and <br />conducts all other required processes relating to voucher issuance and administration of <br />rental assistance. <br />II. PURPOSE <br />The purpose of this non-financial Memorandum of Understanding (MOU) is to: <br />1. Document the partnership among the Housing Authority of the City of Santa Ana <br />(SAHA), Orange County Social Services Agency (SSA) and the Continuum of Care. <br />2. Confirm each parties' responsibilities and required compliance with the U.S. <br />Department of Housing and Urban Development (HUD) regulations governing FUP, in <br />addition to any other Federal, State, and/or local requirements to which they are <br />subject. <br />3. Outline the structure under which FUP will continue to be administered. <br />4. Comply with requirements published in the "Family Unification Program Notice of <br />Funding Availability for Fiscal Years 2017 and 2018" (FR -6100-N-41). <br />III. TERM <br />This agreement will become effective upon award of vouchers under the Family <br />Unification Program Notice of Funding Availability for Fiscal Years 2017 and 2018" <br />(FR -6100-N-41) and remains active unless/until terminated (see Section XIV, <br />MOU Termination). <br />Page 1 of 7 <br />3-4 <br />
