REQUEST FOR HOUSING <br />AUTHORITY ACTION <br />MEETING DATE: <br />JULY 17, 2018 <br />TITLE: <br />APPROVE MEMORANDUM OF <br />UNDERSTANDING WITH ORANGE <br />COUNTY SOCIAL SERVICES AGENCY <br />AND ORANGE COUNTY CONTINUUM OF <br />CARE FOR THE FAMILY UNIFICATION <br />PROGRAM NOTICE OF FUNDING <br />AVAILABILITY <br />(STRATEGIC PLAN NO. 5,3) <br />EXECUTIVE DIRECTOR <br />RECOMMENDED ACTION <br />RECORDING SECRETARY USE ONLY: <br />APPROVED <br />❑ As Recommended <br />0 As Amended <br />CONTINUED TO <br />Authorize the Housing Authority (Executive Director and the Housing Authority Recording <br />Secretary to execute a Memorandum of Understanding with the Orange County Social Services <br />Agency and Orange County Continuum of Care for the purposes of submitting a joint application <br />to the U.S. Department of Housing and Urban Development for the Family Unification Program <br />Notice of Funding Availability for Fiscal Years 2017 and 2018, and to establish the <br />responsibilities of the responsible parties if awarded funding, subject to non -substantive changes <br />approved by the Executive Director and Housing Authority Counsel. <br />DISCUSSION <br />In order to apply for funding under the Family Unification Program Notice of Funding Availability <br />(NOFA) for Fiscal Years 2017 and 2018 issued by the U.S. Department of Housing and Urban <br />Development (HUD) on April 25, 2018, the Housing Authority must enter into a Memorandum of <br />Understanding with the Orange County Social Services Agency and Orange County Continuum <br />of Care. The Family Unification Program (FUP) is a program under which housing assistance is <br />provided under the Housing Choice Voucher (HCV) program in partnership with a Public Child <br />Welfare Agency (PCWA) to two eligible groups: <br />1. Families for whom the lack of adequate housing is a primary factor in the imminent placement <br />of the family's child, or children, in out -of -home care; or the delay in the discharge of the child, <br />or children, to the family from out -of -home care; and <br />2. Youth at least 18 years and not more than 24 years of age (have not reached their 25th <br />birthday), who left foster care, or will leave foster care within 90 days, in accordance with a <br />3-1 <br />
