Memorandum of Understanding with OC Social Services Agency and OC Continuum of Care <br />July 177 2018 <br />Page 2 <br />transition plan described in Section 475(5)(H) of the Social Security Act, and are homeless or <br />are at risk of becoming homeless at age 16 or older. As required by statute, a FUP voucher <br />issued to such a youth may only be used to provide housing assistance for the youth for a <br />maximum of 36 months. <br />A Public Child Welfare Agency (PCWA) means the public agency that is responsible under <br />applicable State law for determining that a child is at imminent risk of placement in out -of -home <br />care or that a child in out -of -home care under the supervision of the public agency may be <br />returned to his or her family, or that a youth is at least 18 years and not more than 24 years of <br />age and left foster care, or will leave foster care within 90 days, in accordance with a transition <br />plan, and is homeless or is at risk of becoming homeless at age 16 or older. The PCWA for the <br />purposes of the FUP NOFA is the Orange County Social Services Agency (OCSSA). <br />The Consolidated Appropriations Act of 2017 and the Consolidated Appropriations Act of 2018 <br />provides a combined total of $30 million for the FUP NOFA. HUD expects to make <br />approximately 60 awards from the funds available under this NOFA. The Housing Authority of <br />the City of Santa Ana (SAHA) will be submitting an application for the lower of 100 FUP vouchers <br />equal to $1,071,000 or the number of vouchers that OCSSA, in collaboration with the Orange <br />County Continuum of Care, is projecting will be needed to assist FUP-eligible families and FUP- <br />eligible youth over a 12 -month period. <br />Only housing authorities that have an existing Annual Contributions Contract with HUD for <br />housing choice vouchers are eligible to apply for funding under this NOFA. Eligible housing <br />authorities must have demonstrated a commitment to administer FUP vouchers, which shall be <br />verified by an executed Memorandum of Understanding (MOU) between SAHA, OCSSA, and the <br />Orange County Continuum of Care (Exhibit 1). A template for the MOU was provided by HUD in <br />the NOFA. <br />As such, in order to apply under this NOFA, SAHA must submit a MOU executed by SAHA, <br />OCSSA, and the Orange County Continuum of Care. The MOU execution date must be between <br />the date the NOFA was published and the application deadline date on July 26, 2018. The MOU <br />will be considered by HUD and the signatories (SAHA, OCSSA and the CoC) as a complete <br />statement of the responsibilities of the parties and evidence a commitment of resources to the <br />FUP, if awarded by HUD. The MOU must address the minimum criteria provided under pages 13 <br />— 15 of the NOFA (Exhibit 2). <br />Funding under this NOFA may be used to provide tenant -based or project -based housing <br />assistance. The anticipated award date is September 24, 2018 and the estimated project start <br />date is October 24, 2018, <br />3-2 <br />
