A. Smart Metering Technology <br />The AMI Consultant will present to the City the latest smart metering technologies and will make <br />recommendations for the most feasible and most suitable AMI technology and equipment. At a minimum, the <br />following functionalities will be considered; <br />1. Requesting/receiving and on -request data retrieval to allow City personnel to query the meter in real- <br />time. <br />2. Alarms or alerts that provide additional information on customer use or meter problems to allow more <br />proactive resolutions. <br />3. Remote firmware updates for the meter transmission units (MTU) that allows for focused or system- <br />wide updates and reduces technology risks. <br />4. Time synchronization of the MTU and the AMI HES to allow for complete system data synchronism. <br />B. Data Collection Network <br />The AMI Consultant will recommend the infrastructure required for system operation. In particular, The <br />AMI Consultant will recommend the following: <br />1. Official RF Propagation Study from a licensed RF engineer or engineering firm to display the <br />required exact location and height of all data collection equipment and coverage patterns. <br />2. The City has limited storage and staging facilities so the AMI Consultant must have expertise in <br />means to minimize the stocking requirements of system components. <br />3. On -board battery backup for data collection hardware (receivers, collectors, etc.) to ensure their <br />operation in the event of primary power interruption. <br />4. Built-in provisions to prevent hourly data history loss in the event that a data collector fails and <br />cannot be repaired for few days. <br />The AMI Consultant will also recommend and include, in the solicitation, systems that require the least <br />amount of collection infrastructure while still providing overlapping coverage for redundancy. <br />C. Communication Method <br />The AMI Consultant will recommend the highest level of protection from frequency interference levels. In <br />particular, the AMI Consultant should demonstrate expertise and provide recommendations in the following <br />aspects of AMI: <br />1. Endpoint transmitted power and its effect on the battery. <br />2. RF modulation used by the Endpoints (narrow band, spread spectrum, etc.) and the advantages of <br />each type of modulation. <br />D. System Head -End Control Computer and Software <br />The AMI Consultant will advise the City on the following aspects related to system head -end control <br />computer and software and will ensure that the agreed on solution is reflected in the solicitation for an AMI <br />vendor and installer.
