REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />MAY 7, 2019 <br />TITLE: <br />APPROVE COOPERATIVE AGREEMENT <br />IN THE AMOUNT OF $51,551 WITH THE <br />ORANGE COUNTY TRANSPORTATION <br />AUTHORITY FOR THE ORANGE COUNTY <br />TAXI ADMINISTRATION PROGRAM AND <br />ADOPT RESOLUTION TO REVISE <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1s' Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />PROGRAM REGULATIONS <br />(STRATEGIC PLAN NO. 3) <br />CONTINUED TO <br />FILE NUMBER <br />CITY MA AGER <br />RECOMMENDED ACTION <br />Authorize the City Manager _and the Clerk of the Council to execute Cooperative <br />Agreement No. C-8-2015 with Orange County Transportation Authority (OCTA) for the <br />administration of the Orange County Taxi Administration Program (OCTAP), effective <br />January 1, 2019 through December 31, 2020 for an amount not to exceed $51,551, <br />subject to non -substantive changes approved by the City Manager and City Attorney. <br />2. Adopt Resolution to revise Orange County Taxi Administration Program regulations. <br />In 1996, the City of Santa Ana entered into an interagency agreement with Orange County <br />Transportation Authority (OCTA) to participate as a member agency of the Orange County Taxi <br />Administration Program (OCTAP). This program was designed to consolidate licensing, <br />application, and administrative functions and assist OCTA member cities and agencies in <br />meeting the requirements set forth in Government Code Section 53075.5 and Vehicle Code <br />Section 21100. <br />Since its inception, OCTAP was designed to be funded entirely through permit and license fees <br />collected from taxi operators and drivers. With the arrival of Transportation Network Companies <br />(TNCs), such as Uber, LA and others, the marketplace has greatly reduced the number of taxi <br />permits in the county. As a result, the reduced revenues have created a financially unsustainable <br />condition for OCTAP, causing OCTA to alert member agencies of their withdrawal from <br />administering the program effective June 2017. However, prior to OCTA's withdrawal, the Orange <br />County City Managers Association (OCCMA) recommended that member agencies cover the <br />55A-1 <br />
