The study concluded that <br />no additional significant impacts would trigger the requirement for additional environmental <br />review. In addition, a health risk assessment (HRA) was prepared to identify any impacts <br />from developing a residential community near a major freeway. The HRA finds that no <br />mitigation measures are required for the project due to its distance from the Santa Ana (I- <br />5) and Costa Mesa (SR-55) freeways. In considering additional analysis, the applicant <br />submitted a greenhouse gas study to indicate that the project will not negatively impact <br />greenhouse gas reduction goals. <br />As outlined in this staff report, the project is consistent with the City's General Plan and <br />the MEMU regulating plan. Further, it is consistent with the density bonus provisions <br />outlined in the City's Housing Opportunity Ordinance. The project site is located within city <br />limits and is less than five acres in size. It is already in an urbanized setting surrounded by <br />urban uses, and the project has not been identified as habitat for endangered, rare or <br />threatened species. <br />Strategic Plan Alignment <br />Goal(s) and Policy(s) <br />Approval of this item supports the City's efforts to meet Goal No. 3 (Economic <br />Development) Objective No. 2 of creating new opportunities for businesstjob growth and <br />encourage private development through new General Plan and Zoning Ordinance policies. <br />The item also supports Goal 5 (Community Health, Livability, Engagement & <br />Sustainability) Objective No. 3 to facilitate diverse housing opportunities and support <br />efforts to preserve and improve the livability of Santa Ana neighborhoods. <br />Public Notification & Community Outreach <br />Required Measures <br />A public notice was posted on the project site on May 25, 2018. <br />Notification by mail was mailed to all property owners and occupants within 500 feet of the <br />project site on May 25, 2018. <br />Newspaper posting was published in the Orange County Reporter on May 25, 2018. <br />The applicant held a Sunshine Ordinance community meeting on September 7, 2016 at <br />the Saint Jeanne de Lestonnac School. Two members of the public attended: a <br />schoolteacher from the facility and a representative from the City of Tustin. Both voiced <br />their support for the project. No additional communications regarding the meeting were <br />received after. <br />The Lyon Street Neighborhood Association was contacted by phone to identify any areas <br />Additional Measures <br />of concern.
