Authorize the Executive Director and Recording Secretary to execute a First Amended and <br />Restated Phase II Memorandum of Understanding with the Santa Ana Workforce <br />Development Board which outlines the sharing of resources and expenses associated with <br />the operations of a comprehensive one stop center for a term beginning May 7, 2019 to June <br />30, 2022 and payment to the City of Santa Ana in the estimated amount of $30,005, subject <br />to non -substantive changes approved by the Executive Director and Authority General <br />Counsel. <br />2. Authorize the Executive Director and Recording Secretary to execute non -substantive <br />amendments such as adjustment of shared operational expenses during the term of the <br />Memorandum of Understanding. <br />WORKFORCE DEVELOPMENT BOARD RECOMMENDATION <br />At its regular meeting on September 20, 2018, by a vote of 12:0:1 (Baetz abstained and Korthuis, <br />Luviano, Perez, Ruiz and Sanchez absent) the Workforce Development Board approved the <br />recommended action: <br />DISCUSSION <br />Under the Workforce Innovation and Opportunity Act (WIOA) local workforce boards, with the <br />agreement of the local elected body, are responsible for developing a Memorandum of <br />Understanding (MOU) with each of the America's Jobs Center of California (AJCC) partners to <br />identify shared services, resources, and share in the operational costs of the WORK Center <br />(AJCC). The law envisions that the local board will act as both the convener of the MOU <br />negotiations as well as to provide oversight of how the One Stop services are delivered within the <br />local area. <br />The initial Phase II MOU was approved by City Council on August 15, 2017. This MOU delineated <br />the costs to run a comprehensive one stop operation and was developed utilizing monthly costs <br />when the WORK Center was located at the Regional Transportation Center. The amended MOU's <br />reflect the costs associated with the relocation of the WORK Center for fiscal year 2018-19. The <br />infrastructure budget and operational costs are shared and allocated based on direct use or a <br />percentage of occupancy by each on -site partner. Costs associated with the installation of data, <br />voice, and key card access infrastructure will be a fixed monthly charge. The amended MOUs will <br />have an effective date of May 7, 2019. However, each partner's amended and restated MOU shall <br />also cover the period from their date of co -location at the new one stop office. Specific move in <br />dates for each partner can be found in Section (4) Duration of each MOU (page two of Exhibits 1A <br />through 1 F). <br />80A-2 <br />
