City of Santa Ana Mobile Home Parks <br />Assessment of Existing Conditions and Policy Options <br />May 21, 2019 <br />space rent increases from mobile home park owners and adjudicate grievances, <br />from mobile home coach owners. <br />• Some of the ordinances established factors that shall be considered to determine <br />whether an increase is 'just, fair and reasonable." Examples of factors include, <br />but are not limited to: length of time since the last space rent increase; the <br />completion of capital improvements; changes in property taxes; changes in <br />reasonable operating and maintenance expenses; the need for repairs; and <br />changes in the amount and quality of services provided by the park owner. <br />• More than half of the cities surveyed exercise vacancy control which requires the <br />space rent remain unchanged when the mobile home is sold to a new owner. <br />15 <br />65A-18 <br />
