REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />JUNE 19, 2018 <br />TITLE <br />ADOPT A RESOLUTION AFFIRMING <br />CIRCULATION ELEMENT CONSISTENCY <br />WITH THE COUNTY'S MASTER PLAN OF <br />ARTERIAL HIGHWAYS AND <br />CONCURRENCE WITH MITIGATION FEE <br />PROGRAM TO MAINTAIN FUTURE <br />MEASURE M2 FUNDING ELIGIBILITY <br />EXCEEDING $5 MILLION IN FY 2019-20 <br />(STRATEGIC PLAN NO. 6, 1A, B, F, G) <br />f <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 151 Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Adopt a resolution affirming consistency between the City's Circulation Element and the Orange <br />County Master Plan of Arterial Highways, and concurrence with the existing Transportation <br />System Improvement Area fee program, both of which are necessary to maintain Orange County <br />Transportation Authority Measure M2 Program eligibility funding, estimated to exceed $5 million <br />for Fiscal Year 2019-20. <br />In November 1990, Orange County voters approved Measure M, a one -half -cent sales tax <br />increase for 20 years, to fund transportation projects in Orange County. Sixteen years later, in <br />November 2006, the voters again approved a renewal of Measure M, referred to as M2, for an <br />additional thirty years. M2 became effective in April 2011, and the net revenues generated by M2 <br />contribute to two types of funding: Local Fair Share (LFS) and Competitive. All Orange County <br />cities are eligible for LFS funding which is distributed on a formula -based allocation determined <br />by population, number of existing Master Plan of Arterial Highways (MPAH) centerline miles, and <br />taxable sales. However, the competitive component of the M2 funding requires cities compete by <br />nominating eligible improvements, resulting in worthy projects successfully receiving grant funds. <br />In addition, fulfilling M2 eligibility requirements allows cities to also qualify for other regional, <br />competitive M2 grant funding opportunities. <br />To maintain M2 eligibility for Fiscal Year 2019-20, the City must adopt a resolution (Exhibit 1) <br />prior to June 30 of every year informing OCTA that the City's Circulation Element is in <br />conformance with the MPAH and every odd -numbered calendar year, the City's resolution must <br />reaffirm the City has an existing mitigation fee program. <br />55A-1 <br />
