Resolution Affirming Consistency of Circulation Element and Mitigation Fee Program <br />June 4, 2019 <br />Page 2 <br />City staff has reviewed and updated the City's street classification system to ensure traffic <br />mobility and traffic safety are in alignment with City goals and have coordinated those changes <br />with OCTA. The resolution also attests that the City's adopted General Plan Circulation Element <br />is consistent with the MPAH, does not preclude implementation of the MPAH within Santa Ana, <br />and that no unilateral reduction in through lanes has been made on MPAH arterials during Fiscal <br />Years 17-18 and 18-19. The resolution also reaffirms the City's concurrence with its existing and <br />previously adopted Transportation System Improvement Area Fees which mitigate the effects of <br />new development on transportation infrastructure by requiring new development pay their fair <br />share of necessary transportation improvements. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #6 - Community Facilities & <br />Infrastructure, Objective #1 (establish and maintain a Community Investment Plan for all City <br />assets), Strategy A (Develop a complete inventory of all assets to determine the scope of <br />improvements needed to sustain the City's current infrastructure investment); Strategy B <br />(Equitably maintain existing streets and associated assets in a state of good repair so they are <br />clean, safe and aesthetically pleasing for all users); Strategy F (Perform periodic measurements <br />to monitor and update each asset's condition and ensure adequate funding for repair and/or <br />replacement costs in future budgets); and Strategy G (develop and implement the City's Capital <br />Improvement Program in coordination with the Community Investment and Deferred Maintenance <br />Plans). <br />ENVIRONMENTAL IMPACT <br />There is no environmental impact associated with this action. <br />FISCAL IMPACT <br />There are no fiscal impacts at this time. The recommended actions satisfy certain OCTA M2 <br />eligibility requirements. The City is anticipated to remain eligible for $5,014,808 in LFS funds (as <br />of February 2019 estimate) and eligible for M2 competitive funds for FY 2019-20, which in recent <br />years has averaged $20 million in combined annual revenue from M2 LFS and competitive fund <br />allocations. <br />"h <br />Fuad S.
