REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />JUNE 4, 2019 <br />TITLE: <br />PUBLIC HEARING — ZONING ORDINANCE <br />AMENDMENT NO. 2019-03 TO AMEND <br />CERTAIN DEVELOPMENT AND DESIGN <br />STANDARDS OF THE TRANSIT ZONING <br />CODE (SPECIFIC DEVELOPMENT NO. 84) <br />— CITY OF SANTA ANA, APPLICANT <br />(STRATEGIC PLAN NO. 3, 2; 6, 3) <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on V Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Approve Zoning Ordinance Amendment (ZOA) No. 2019-03 to amend certain development and <br />design standards of the Transit Zoning Code/Specific Development (SD) No. 84. <br />PLANNING COMMISSION ACTION <br />At its adjourned regular meeting on May 14, 2019, the Planning Commission, by a vote of 4:1:2 <br />(Cann dissenting; Contreras -Leo and Alderete absent), adopted a resolution recommending that <br />the City Council adopt an ordinance approving Zoning Ordinance Amendment (ZOA) No. 2019- <br />03 to amend certain development and design standards of the Transit Zoning Code/Specific <br />Development (SD) No. 84. The Planning Commission concurred with staff and made no changes <br />to the recommendation outlined in the attached staff report (Exhibit A). <br />DISCUSSION <br />The Transit Zoning Code, Santa Ana Municipal Code (SAMC) Section 41-2000 et seq., was <br />adopted by the City Council on June 7, 2010. Since then, a handful of smaller -scale mixed -use <br />projects have been constructed or approved around the periphery of Downtown Santa Ana; and <br />several affordable multiple -housing communities have been developed or approved in and near the <br />Lacy Neighborhood, including, most recently, the Legacy Square project at 609 North Spurgeon <br />Street. <br />In 2018, the City received development proposals.for two large-scale mixed -use development <br />projects (First American Title Co. and Red Oak/Northgate Gonzalez) and also entered into an <br />Exclusive Negotiation Agreement (ENA) with Caribou Industries to redevelop the City -owned <br />parking structure located at Third Street and Broadway (the "Third and Broadway" project). These <br />three projects are the first large-scale, market -rate, mixed -use developments proposed in the <br />75G-1 <br />
