Public Hearing Zoning Ordinance Amendment No. 2019-03 — Transit Zoning Code Amendments <br />June 4, 2019 <br />Page 2 <br />Downtown Santa Ana area in the nine years following the adoption of the Transit Zoning Code. <br />Following review of the two projects and the initial information contained within the ENA, staff <br />identified sections of the Transit Zoning Code that are outdated and in need of amendment to <br />facilitate construction of high quality mixed use developments that accommodate state-of-the-art <br />building standards and reflect current market demands. The proposed amendments are described <br />and analyzed in Table 1below. <br />Table 1: Summary of Amendments <br />Topics and Code Section(s) <br />Issues and Resolutions <br />Building Heights — Lined Block <br />Issue: Although Flex Block and Lined Block are very similar building types, Flex <br />Block is permitted to build 10 stories while Lined Block buildings are limited to 5 <br />p. 3-1 TZC Section 41-2009 <br />stories. <br />Table 3A <br />Zone Summary of Standards <br />Analysis: Increasing Lined Block height to 10 stories: <br />3.4 Downtown (DT) <br />. Expands taller building types in the DT District <br />• Takes advantage of the small blocks in the <br />p. 3-4 TZC Section 41-2011 <br />DT District. Lined Block, like Flex Block, fits well in the DT District. Other <br />Table DT-1 <br />building types such as the Tower on Podium may be too large to fit on the small <br />Building Types and Maximum <br />downtown blocks. <br />Height <br />• Allows a maximum 10 stories for the Lined Block building type, which is <br />p. 4-1 TZC Section 41-2020 <br />consistent with the 10-story maximum height already allowed for the Flex Block <br />Table BT-1 <br />building type. <br />Permitted Building Types and <br />• Creates additional standardization of development regulations within the <br />Stories <br />Transit Zoning Code. <br />Proposed Amendment: Amend Tables 3A, DT-1 and BT-1 to increase Lined Block <br />building height from 5 stories to 10 in the downtown. <br />Off -Street Parking: <br />Issue: As written, the Transit Zoning Code allows one In -Lieu option, in -lieu fee <br />In -Lieu Options and/or Park -Once <br />payment or participation in the Park -Once Program, to be used to satisfy onsite <br />Program <br />parking requirements. In addition, Table 3A does not clearly indicate that there <br />are other options besides paying a fee. <br />p. 3-1 and 3-2 <br />Table 3A -All Zones <br />Analysis: Modifying the code: <br />Off -Street Parking Standards <br />• The Park -Once program allows people to park their car once and circulate <br />throughout downtown on transit or by walking. Benefits include utilization of <br />p. 3-3 TZC Section 41-2010 <br />existing parking structures, enhanced pedestrian mobility, and business viability. <br />Transit Village <br />• Allowing a combination of onsite parking, -lieu fee payment, or participation in <br />Table TV-5 Off -Street Parking <br />the Park -Once Program provides a broader range of options to satisfy onsite <br />Standards — Footnote [a] <br />parking requirements. With the amendment, a development could construct a <br />portion of required parking onsite or satisfy the requirements for parking by <br />p. 3-4 TZC Section 41-201 1 <br />contributing to an in -lieu fee and/or participating in a Park -Once Program. <br />Downtown <br />Table DT-6 Off -Street Parking <br />• Clarifying the code language ensures that the reader understands there is <br />Standards— Footnote [a] <br />another option besides paying an in -lieu fee. <br />p.
