ER No. 2018-75, GPA No. 2019-01, & AA No. 2019-01 — Legacy Sunflower <br />May 13, 2019 <br />Page 9 <br />CEQA, Strategic Plan Alignment, and Public Notification & Community Outreach <br />Goal(s), Policy or <br />Approval of this item supports Goal No. 3 Economic Development, <br />Policies <br />Objective No. 2 (Create new opportunities for business/job growth and <br />encourage private development through new General Plan and Zoning <br />Ordinance policies), and Goal No. 5 Community Health, Livability, <br />Engagement and Sustainability, Objective No. 3 (Facilitate diverse housing <br />opportunities and support efforts to preserve and improve the livability of <br />Santa Ana neighborhoods) and Objective No. 4 (Support neighborhood <br />vitality and livability). <br />Public Notification & Community Outreach <br />Required <br />A community meeting was held on June 6, 2018 at 5:30 p.m. at the Four Square <br />Measures <br />Church (subject site) in accordance with the provisions of the City's Sunshine <br />Ordinance. Two members of the public and Planning Division staff attended. The <br />applicant provided all the required information to the City after the meeting. <br />A public noticed was posted on the project site on April 11, 2019. <br />Notification by mail was mailed to all property owners and occupants within 500 <br />feet of the project site on April 11. 2019. <br />Newspaper posting was published in the Orange County Register on April 12, <br />2019. <br />Additional <br />The applicant has met with the Sandpointe Neighborhood Association several <br />Measures <br />times to discuss the proposed development and to address impacts that could <br />result from the development. The applicants and Sandpointe representatives met <br />in March 2018 and again in March 2019 to review changes to the project, including <br />increasing the onsite parking to 2.0 spaces per unit and reducing the number of <br />units from 240 to the presently -proposed 226. The applicant has also entered Into <br />a separate agreement with the Sandpointe Neighborhood Association to contribute <br />funds to develop a website for the Neighborhood Association, to allow use of the <br />proposed development's business and conference center facilities for the <br />Neighborhood Association's board meetings, provide security patrols for the <br />neighborhood, and to contribute funds toward installing lighting for the Sandpointe <br />Neighborhood Association entry monument on MacArthur Boulevard. <br />The City received two letters of support for the project. The first letter was issued <br />by Diane Pritchett on behalf of the South Coast Metro Alliance; the second was <br />Issued by Emily Benedick on behalf of the Lakes Costa Mesa Association. <br />Conclusion <br />Based on the analysis in this report, staff is supportive of General Plan Amendment No. 2019-01 <br />and Amendment Application No. 2019-01 for the site as redevelopment of the site with a <br />residential community provides additional housing in a prime location that is accessible to retail <br />and employment opportunities with multimodal transportation options. The project will also <br />enhance the City's economic and fiscal viability through the increase in property tax values as <br />well as an increase in sales tax generated from the residents who will live in close proximity to <br />one of the City's largest commercial districts. <br />751-19 <br />
