Mr. Tim O'Brien <br />January 23, 2019 <br />Page 2 <br />compared peak parking ratios for apartment complexes referenced in the Parking <br />Generation (4h Edition) published by the Institute of Transportation Engineers <br />(ITE), and Shared Parking (2°4 Edition) published by the Urban Land Institute <br />(ULI), as well as other reference materials for the cities of Ontario and Rancho <br />Cucamonga, San Bernardino County, and Riverside County; <br />c) Based on the parking requirement comparison assessment as stated above, <br />calculated the average, 85a' Percentile and 95 h Percentile design -level peak <br />parking demands and validated the adequacy of the proposed parking supply. <br />Our method of analysis, findings, and recommendations are detailed in the following <br />sections of this report. <br />PROJECT LOCATION AND DESCRIPTION <br />The Project site is a rectangular shaped parcel of land totaling 3.59-acres and is <br />currently occupied by Sound Chapel located on the northeast corner of Flower Street <br />and Sunflower Avenue in the City of Santa Ana, California. The project site is <br />currently zoned as LR-7 (Low Density Residential) and is proposed to be amended to <br />SD (Special Development). Figure 1, located at the rear of this letter report, presents <br />a Vicinity Map, which illustrates the general location of the subject property in the <br />context of the surrounding street system. <br />The Project will include the development of a 226-unit apartment complex within five <br />stories, consisting of 35 studio units, 114 one -bedroom units, and 77 two -bedroom <br />units. Parking is proposed via a multi -level parking structure consisting of 452 <br />spaces. Table I provides a summary of the proposed Project components. <br />Figure 1 presents the site plan for the proposed Project prepared by TCA Architects <br />PARKING DEMAND ANALYSIS <br />Parking Requirements per City Code Requirements <br />To determine the number of parking spaces required to support the proposed Project, <br />the parking requirement was calculated based on parking information published in the <br />City of Santa Ana Municipal Code Article XV — Off -Street Parking. The following <br />parking ratio was used to determine the required parking: <br />a) The minimum off-street parking requirements for each dwelling unit in <br />multiple -family dwellings are as follows: one (1) space in a garage or carport. <br />751-63 <br />
