Fiscal Year 2019 - 2020 Annual Action Plan <br />June 4, 2019 <br />Page 2 <br />include the Community Development Block Grant Program (CDBG), HOME Investment <br />Partnerships Program (HOME), and Emergency Solutions Grants Program (ESG). <br />Every five years, the City must submit to HUD its Five -Year Consolidated Plan, a five-year <br />comprehensive planning document and application for all of these programs. It describes our <br />strategies to meet the needs of the community and identifies resources and programs that can be <br />used to address them. In May of 2015, the Five -Year Consolidated Plan for the period of July 1, <br />2015 to June 30, 2020 was submitted to HUD. As part of this planning process, the City is <br />required to submit an Annual Action Plan to achieve the goals in the Five -Year Consolidated <br />Plan. This document establishes a one-year investment plan that outlines the intended use of <br />resources in the forthcoming fiscal year. The proposed Annual Action Plan covers FY 2019-20 <br />and seeks to allocate funding in neighborhoods where programs and resources will have the <br />maximum impact. <br />During FY 2019-20, the City anticipates receiving the following formula grant allocations: <br />Program <br />Allocation <br />CDBG <br />$5,701,154 <br />HOME <br />$1,704,254 <br />ESG <br />$493,582 <br />TOTAL <br />$7,898,990 <br />The programs covered under the Consolidated and Annual Action Plans are intended to serve <br />low-income residents. These programs allow for funds to be used for the development of <br />affordable housing, street improvements, park and public facilities improvements, economic <br />development, code enforcement, public services, the expansion and retention of businesses, and <br />for the delivery of services for individuals experiencing homelessness. <br />The proposed Annual Action Plan for the CDBG and ESG Programs includes funding for <br />community based organizations and the details for those recommendations is included in two <br />separate staff reports. The proposed Annual Action Plan for the HOME program is described in <br />this staff report. <br />The HOME program provides funding to implement local housing strategies designed to increase <br />homeownership and affordable housing opportunities for low and very low-income households. <br />Proposed activities include site acquisition, site improvements, new construction and <br />rehabilitation of existing multi -family properties for the purpose of developing affordable housing <br />for low, very low and extremely low-income households in the City of Santa Ana. Available funds <br />will be included in a Request for Proposals for Affordable Housing Development per the City's <br />adopted Affordable Housing Funds Policies and Procedures. <br />The federal regulations for HUD require that the draft Annual Action Plan be made available for a <br />30-day public review and comment period. On March 11, 2019, a public notice was published in <br />the Orange County Register that the draft Annual Action Plan was available for review beginning <br />March 27, 2019, and that a public hearing would be held on March 27, 2019.
