City of Santa Ana Addendum to the <br />MainPlace Mall Transformation Proiect Fashion Square Commercial Center Final EIR <br />materials and colors, parking lot structure design, streetscape design, landscaping, and <br />signage. Discretionary projects and new construction included in the MainPlace Mall <br />Transformation Project would be subject to the City's Development Plan Approval <br />process. <br />Similar to the findings of the 1983 EIR, buildout of the proposed Project would transform <br />the visual character of the site and would transform lower intensity commercial <br />development to a more intensely developed site. This would alter views of the site by <br />introducing additional vertical and horizontal building mass into the visual open space <br />provided by the existing surface parking areas. The new buildings and parking <br />structures could tend to visually dominate the area. However, 1983 Mitigation Measure <br />5.10-1 would remain applicable to the Project. The wording of Mitigation Measure 5.10- <br />1 from the 1983 EIR has been updated to be consistent with Section 5, Administration <br />and Implementation, of the MainPlace Specific Plan. The revision does not change the <br />intent or effectiveness of the measure, which would reduce potential aesthetic impacts <br />to a less than significant level. <br />Conclusion for Aesthetics <br />Consistent with the determinations of the 1983 EIR and 1996 Addendum, impacts <br />related to aesthetics from implementation of the proposed Project would be less than <br />significant with implementation of mitigation. Thus, no new or substantially greater <br />impacts would occur with implementation of the proposed Project when compared to <br />those identified in the 1983 EIR or 1996 Addendum. <br />Based on the foregoing, none of the conditions identified in CEQA Guidelines Section <br />15162 that would trigger the need to prepare a subsequent or supplemental EIR or <br />other environmental document to evaluate Project impacts or mitigation measures exist <br />regarding aesthetics. There have not been 1) changes to the Project that require major <br />revisions of the previous adopted EIR due to the involvement of new significant <br />environmental effects or a substantial increase in the severity of previously identified <br />effects; 2) substantial changes with respect to the circumstances under which the <br />Project is undertaken that require major revisions of the previous adopted EIR due to <br />the involvement of new significant environmental effects or a substantial increase in the <br />severity of previously identified effects; or 3) the availability of new information of <br />substantial importance relating to significant effects or mitigation measures or <br />alternatives that were not known and could not have been known when the 1983 EIR <br />was adopted as completed. <br />Mitigation Measures <br />The mitigation measure from the 1983 EIR is listed below. Explanations are provided as <br />to the status and applicability of the measure.
