Existing (Predevelopment) Conditions and Infrastructure <br />Regional Drainage Context: The City of Santa Ana owns and maintains an extensive <br />network of storm drain infrastructure, primarily storm drain mains manhole, and catch <br />basins, throughout the City of Santa Ana. The City system connects to the County of <br />Orange storm drain mains, creeks, and rivers at various locations. Portions of the City <br />drain to the Santa Ana River Watershed and others drain to the San Diego Creek <br />watershed. Both watersheds are regionally significant. <br />MainPlace Mall is tributary to both Santiago Creek (County drain E08), which lies south <br />of the south leg of Mainplace Drive along the Project frontage and the Santa Ana River <br />(County drain E01), which lies west of the site, across Interstate 5. Santiago Creek is <br />part of the Santa Ana River watershed and discharges to the Santa Ana River about one <br />mile west of the Mall. The Santa Ana River drains south to the Pacific Ocean. Areas <br />tributary to Santiago Creek are subject to hydomodification analysis. Areas tributary to <br />Santa Ana River directly are not subject to hydromodification analysis. <br />Flood Zone: The Mall lies within Zone X, which is outside the 100-year floodplain. Zone <br />X is achieved in this area through the presence of levees alongside Santiago Creek. A <br />small portion of the south edge of the south leg of Mainplace Drive lies within Zone AE, <br />but the Zone AE designation does not extend to the Mall site. In the existing condition, <br />the site consists of an approximately 1,130,000 square foot building and three multilevel <br />parking structures. The site is paved and mostly drains to the west, with some areas <br />draining to the east. (Refer to Appendix) <br />City Master Plan of Drainage: The City's 2016 Master Strom Drain Plan (Plan) identifies <br />drainage system deficiencies and project throughout the City. The Plan is organized into <br />several separate watersheds. The Mall falls within the Santa Ana Watershed and is a <br />part of subarea 8 within the watershed. The hydraulic model accompanying the plan <br />indicates no deficiencies in the City's drainage system. No pipe or street sizes are <br />recommended for adjustment. One catch basin in Mainplace Drive is listed as <br />potentially undersized. Form a flood control perspective, based on the Plan, no <br />significant drainage deficiencies are anticipated. In general, the proposed development <br />is unlikely to increase flows above the existing developed condition; therefore, the <br />findings in the Plan that relate to the existing Mall should be relevant to the proposed <br />Project. <br />Page 5 of 14 <br />
