DEVELOPMENT PLAN 1 2 <br />2.6 Circulation and Mobility <br />2.6.1 Vehicular Circulation <br />Vehicular circulation is comprised of two components: peripheral <br />public roadways and internal private drives. In connection with the <br />previous MainPlace Mall entitlements, the developer was required to <br />make and/or fund a number of significant infrastructure <br />improvements designed to accommodate the traffic expected to be <br />generated by the full implementation of the original project analyzed <br />in the Final EIR. As recognized by the City in a 1996 EIR Addendum, <br />all improvements required as traffic mitigation measures in the Final <br />EIR were completed prior to 1996, with the exception of funding a <br />pair of new freeway ramps linking the Santa Ana Freeway to Main <br />Place Drive. That measure was determined to be infeasible, and <br />replaced with an obligation to contribute to the cost of other ramps <br />then planned by Caltrans, as documented in a 1992 amendment to <br />the Participation Agreement between the City's Redevelopment <br />Agency and the MainPlace Mall developer. The alternative ramps <br />identified in the amended Participation Agreement, consisting of an <br />off -ramp from southbound I-5 to Broadway and an on -ramp from <br />Main Street to northbound I-5, were thereafter constructed. <br />Accordingly, all of the traffic improvements the Agency and City <br />determined were necessary to accommodate the original project <br />have been implemented. <br />The circulation components of the plan include the following (see <br />Figure 2-9, Cross Section and Figure 2-10, Circulation Plan): <br />A. Main Street <br />Main Street provides the primary access to the Specific Plan area and <br />represents the site's eastern boundary. Main Street is identified in <br />the City's Circulation Element as a public Major Arterial. A Major <br />Arterial generally consists of six travel lanes with a right-of-way of <br />120 feet. According to the Master Plan of Streets and Highways <br />(MPSH), this type of roadway is designed to accommodate between <br />33,900 and 50,600 trips daily. Main Street is constructed to its <br />ultimate right-of-way along the project frontage; with six lanes, <br />multiple turn lanes, and both painted and raised medians. <br />Three driveways into the site are present along Main Street, <br />providing access to parking structures and surface parking lots. The <br />driveways may be reconfigured as part of individual development <br />projects along the eastern edge of the Specific Plan area, but no new <br />driveways are planned. Three signalized intersections with existing <br />crosswalks are present on the Main Street edge of the property: one <br />at Main Place Drive/Town and Country, a second at the parking <br />structure entrance/East City Place Drive, and a third at Main Place <br />Drive/Memory Lane (see Figure 2-10, Circulation Plan). <br />Q. Main Plare Driv- <br />Main Place Drive is a local public street, with a modified section due <br />to its proximity to SR 22 and Interstate 5 and to the existing mall and <br />parking structures. Main Place Drive is constructed as a four -lane <br />public road, with several turn lanes and painted medians but no <br />sidewalks. Main Place Drive functions as a loop, intersecting with <br />Bedford Road on the north, Broadway on the south, and Main Street <br />in two locations. Improvements to Main Place Drive are limited to the <br />following: <br />Vacation of Main Place Drive, a public right-of-way, between <br />Bedford Road and Main Street. A new private drive aisle will be <br />constructed in a different configuration, connecting Main Place <br />Drive to its current intersection with Main Street. The new <br />private drive aisle consists of approximately 1.4 acres while the <br />vacated right-of-way consists of approximately 1.1 acres up to <br />172.24' in elevation. The property owner owns the air rights <br />above that right-of-way above 172.24' in elevation. The <br />abandonment of this road segment may include a vacation <br />action by the City and/or quit -claim. <br />MAINPLACE SPECIFIC PLAN 1 2-14 <br />
