TTT <br />Pedestrian and Bicycle WNW <br />The existing mall is oriented internally, with pedestrian access points <br />into the mall building in several locations. Crosswalks are present <br />crossing Main Street at the signalized intersections and providing <br />access across Main Place Drive from Broadway, Bedford Road, and <br />parking areas. <br />A regional trail, Santiago Creek Trail, terminates at the eastern side <br />of Broadway at the Main Place Drive intersection, providing bicycle <br />access to the Specific Plan area from the City of Orange. An on- <br />street/Class II bike lane will be provided on both sides of Main Place <br />Drive as part of a restriping program. The resulting street will be <br />comprised of two travel lanes and a center turn lane to accommodate <br />the striped bike lanes (see Figure 2-9, Cross Section). <br />Presently no sidewalks are provided on Main Place Drive due to <br />constrained right-of-way. The circulation plan includes provision of a <br />sidewalk on the project side of Main Place Drive, within a 15' building <br />setback from the Main Place Drive right-of-way (see Figure 2-9, Cross <br />Section and 2-11, Non -Vehicular Circulation). <br />Walkways are presently provided at the mall entries and connections <br />with existing parking structures. Figure 2-11, Non -Vehicular <br />Circulation, illustrates the anticipated pedestrian connections, <br />including a new sidewalk on the inner edge of Main Place Drive. This <br />figure also establishes a hierarchy of pedestrian -oriented streetscape <br />conditions that reference the Pedestrian Zone exhibits in Section 3. <br />These pedestrian zone exhibits show a defined relationship between <br />the pedestrian zone adjacent to each street and the adjacent building <br />type. The pedestrian zone will consist of a minimum 10- to 12-foot <br />zone comprised of a walkway and planting zone and will be provided <br />along the frontage of implementing projects within the Urban Village <br />District as they develop (see Figure 2-11, Non -Vehicular Circulation <br />Plan). <br />DEVELOPMENT PLAN 1 2 <br />A unique solution to providing bicycle parking in the form of public art. <br />Bicycle Racks will be provided in conjunction with commercial, office, <br />and residential implementing projects. <br />2.6.3 Parking <br />Existing MainPlace Mall is surrounded by both surface and structured <br />parking. A total of 4,882 parking spaces are present in the existing <br />condition. Of these existing parking spaces, 2,942 are provided in the <br />three parking structures. The site is presently overparked based on <br />parking ratios established as part of past entitlements. <br />As development projects are submitted to the City, a parking plan for <br />that phase will be included to show provided parking for each use, <br />and replacement parking when required to maintain minimum <br />parking ratios. Parking ratios for the project are outlined in Section 3, <br />Development Regulations. Individual residential projects will self - <br />park for tenants, with residential tenant parking spaces separated <br />from commercial, hotel, or office parking. Residential visitor parking <br />may be shared with parking provided for other uses, or on lots other <br />than the residential development. <br />MAINPLACE SPECIFIC PLAN 1 2-19 <br />
