TTT <br />The regulations and standards contained in this section shall apply to <br />all properties located within the Specific Plan area. They are intended <br />to serve as a tool for encouraging the establishment of the mix of <br />uses permitted by the General Plan by providing standards and <br />guidelines for creating an integrated village atmosphere while <br />ensuring functionality. <br />The MainPlace Specific Plan is consistent with the existing provisions <br />of District Center designation of the General Plan. In cases where this <br />Specific Plan contains differing standards from the SAMC, the Specific <br />Plan standard shall prevail. In cases where standards are not <br />addressed by this Specific Plan, the SAMC requirements and <br />standards shall apply. <br />___ General Provisions <br />3.1.1 Determination of Unlisted Uses/Interpretation <br />Any land use proposal not specifically covered by the provisions <br />contained herein shall be subject to determination by the Executive <br />Director of the Planning and Building Agency. <br />When used in this document, the words "shall," "will," "is to," and <br />"are to" are always mandatory. "Should" is not mandatory but is <br />strongly recommended; and "may' is permissive. The present tense <br />includes the past and future tenses, and the future tense includes the <br />present. The singular number includes the plural number, and the <br />plural the singular, unless the natural construction of the word <br />indicates otherwise. The words "include," "includes," and "including" <br />mean "including but not limited to." <br />Definitions <br />The following definitions shall apply to uses within the MainPlace <br />Specific Plan. Where definitions between the Specific Plan and the <br />SAMC conflict, the following definitions shall apply: <br />DEVELOPMENT REGULATIONS 13 <br />A. BMPs (or Best Management Practices): shall mean structural or <br />engineered devices and systems used to treat stormwater runoff <br />before it is discharged into a drainage system. <br />B. CEQA/California Environmental Quality Act: shall mean the <br />California statute passed in 1970 to institute a statewide policy <br />of environmental protection. <br />C. Class II Bike Lane: shall mean an on -street bike lane that uses <br />painted stripes, stencils, and signs to delineate the right-of-way <br />assigned to bicyclists and motorists. <br />D. Commercial Recreation: uses of a commercial nature combined <br />with a recreational use, including but not limited to, bowling <br />alleys, rock climbing gyms, indoor skydiving, experiential learning <br />and activity centers, discovery centers, laser tag facilities, roller <br />skating, sports -related activities (golf, skiing, baseball, etc.), <br />aquariums, electronic gaming ("e-sports"), gymnastics facilities <br />(including trampolines), amusement parks/rides and similar uses. <br />This use does not include adult businesses. <br />E. Floor Area: the total floor area included within the outer walls <br />of a building. Parking structures, patios, terraces, decks, outdoor <br />dining areas, balconies, exterior amenity spaces, and other <br />exterior areas shall not be included in floor area to be used in the <br />calculation of Floor Area Ratio (FAR). <br />F. Mixed -Use: shall mean a complementary mixture of land uses <br />including, commercial, retail, office and residential uses that are <br />part of an integrated single development, either by parcel or <br />within a district. Land uses may be arranged vertically in one or <br />multiple story buildings or horizontally within separate buildings <br />on a lot, site or parcel.
