REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />JULY 2, 2019 <br />TITLE: <br />APPROVE AN AGREEMENT WITH <br />GRISWOLD INDUSTRIES FOR FLOW <br />CONTROL VALVE MAINTENANCE, <br />REHABILITATION, AND REPLACEMENT <br />SERVICES IN AN AMOUNT NOT TO <br />EXCEED $500,000 <br />(NON -GENERAL FUND) <br />(STRATEGIC PLAN NO. 6, 1) <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 161 Reading <br />❑ Ordinance on 2"d Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />?ew S�_ FILE NUMBER <br />CITY MANAGER <br />RECOMMENDED ACTION <br />Authorize the City Manager and Clerk of the Council to execute an agreement with Griswold <br />Industries dba Cla-Val to provide flow control valve maintenance, rehabilitation, and replacement <br />services, for a three-year period commencing July 2, 2019, and expiring July 1, 2022, with provision <br />for one two-year renewal option exercisable by the City Manager and City Attorney, for $100,000 <br />annually, in a total amount not to exceed $500,000 paid from the Water Utility Water Production & <br />Supply Fund, for the term of the agreement, subject to non -substantive changes approved by the <br />City Manager and City Attorney. <br />DISCUSSION <br />The City of Santa Ana supplies potable water to over 45,000 accounts, which includes all of the <br />City's 324,000 residents, business, and institutions. The City's water production system consists <br />of 22 wells, 4 pressure control stations, 7 Metropolitan Water District connections, 7 water pump <br />stations, 10 reservoirs, and 34 flow control valves. Flow control valves are located throughout the <br />City at water production sites, such as well and pump stations, in order to effectively control the <br />amount of water introduced into the distribution system and sustain desired pressures. Flow control <br />valves are complex valve systems that rely on mechanical, hydraulic, and electric controls and <br />sensors to function properly. As with other water system assets, flow control valves must be <br />periodically maintained to ensure they operate as intended. Many of the City's flow control valves <br />are in need of rehabilitation and some must be replaced. Due to the special characteristics of flow <br />control valves, it is ideal to have manufacturer -certified technicians perform maintenance, <br />inspection, rehabilitation, and replacement services. <br />25E-1 <br />
