REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />CLERK OF COUNCIL USE ONLY: <br />JULY 2, 2019 <br />APPROVED <br />TITLE: <br />RESOLUTION APPROVING THE WATER <br />❑ As Recommended <br />SUPPLY ASSESSMENT FOR THE ELAN <br />❑ As Amended <br />❑ Ordinance on 1� Reading <br />MIXED -USE PROJECT LOCATED AT 1660 <br />❑ Ordinance on 2nd Reading <br />EAST FIRST STREET <br />❑ Implementing Resolution <br />(STRATEGIC PLAN NOS. 3, 3 AND 5, 2) <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />CITY MANA ER <br />RECOMMENDED ACTION <br />Adopt a resolution approving the Water Supply Assessment for the proposed Elan Mixed -Use <br />Project located at 1660 East First Street. <br />PLANNING COMMISSION ACTIONS <br />Approved Site Plan Review No. 2018-02 as conditioned by staff by a vote of 4-0 (Alderete, <br />Contreras -Leo. and Revna absent) at its meeting of October 22, 2018. <br />DISCUSSION <br />In June 2016, the City of Santa Ana filed its 2015 Urban Water Management Plan (UWMP) (Exhibit <br />1) with the California Department of Water Resources in accordance with California Water Code <br />Section 10610, et seq., which requires UWMPs be filed every five years. The UWMP, among its <br />several functions, estimates water supply sufficiency by forecasting the City's water supply capacity <br />and anticipated consumer water demand to ensure that available water supply will meet or exceed <br />demand. <br />UWMPs are point -in -time estimates that, by their nature, cannot fully capture future effects of large <br />changes not yet known at the time the plan is developed. For this reason, California Water Code <br />Section 10910 requires large projects be reviewed individually for water supply sufficiency via a <br />Water Supply Assessment. The City must concur that adequate water supply exists for residential <br />development projects consisting of 500 or more dwelling units before development may proceed. <br />The vacant site located at 1660 E. First Street is approved for development as a mixed -use project, <br />including 603 residential dwelling units, and, therefore, requires a Water Supply Assessment <br />(Exhibit 2). Staff has reviewed the project's Water Supply Assessment and has concluded that the <br />55A-1 <br />
