<br />The actions described above to address a range of water shortage conditions have the potential to impact
<br />the City's revenues and expenditures. To assess these impacts, the City calculated the revenue impacts
<br />resulting from a 10, 25, and 50 percent reduction in sales as compared to a base year that was based on
<br />an estimate of normal year baseline. Other factors incorporated into the analysis included water losses,
<br />pricing structure, and avoided costs. The results of this analysis are shown below in Table 5-5.
