This means that an applicant would be able to satisfy guest or non-residential parking <br />requirements by providing onsite parking or by paying an in -lieu fee, and/or participating in a Park <br />Once Program, if these options were adopted by the City Council. <br />In addition, the amendments would extend the parking options currently allowed in the Transit <br />Village (TV) and the Downtown (DT) sub -district to the Urban Center (UC) sub -district. At this time, <br />the amendments are not proposing to establish either parking option program. Once developed, <br />staff will bring a Parking In -lieu Fee Program and a Park -Once Program to the City Council for <br />review and adoption. The City Council will be the final authority for considering and approving the <br />use of the in -lieu fee alone or in combination with a Park Once Program to satisfy on -site parking <br />requirements for individual projects. <br />Off -Street Parking Options — Historic Buildings <br />Sub -district Impacted: Urban Center (UC) sub -district east of Minter Street <br />Buildings Impacted: Buildings or structures listed on the Santa Ana Register of Historic <br />Places, the National Register of Historic Places, or within the Santa Ana <br />Downtown Historic District <br />Proposed Change: Exempt designated historic structures in the UC sub -district east of <br />Minter Street from providing additional onsite parking <br />The TZC currently exempts historic buildings within the Downtown (DT) sub -district from having to <br />provide new parking if the building is converted to a new use, as long as the building is not <br />increased in size. <br />The proposed amendment would expand this exemption to apply to existing and future designated <br />historic buildings located within the Urban Center (UC) sub -district, which is adjacent to the DT sub- <br />district. The proposed amendments would affect approximately ten existing buildings that have been <br />designated historic within the UC sub -district. These include the following buildings: <br />• Dr. Howe -Waffle House —120 West Civic Center Drive <br />• Grand Central Market—110-122 N. Sycamore and 190-117 N. Broadway <br />• Phillips Block Building — 301-309 West Fourth Street <br />• United Presbyterian Church—113-115 East Santa Ana Boulevard <br />• Smith -Tuthill Funeral Parlor —518 North Broadway <br />• Grand Central Building —125 North Broadway <br />• Knights of Pythias Hall — 420-424 North Broadway and 300-322 West Fifth Street <br />• Zerman Building — 201 West First Street <br />• Empire Market — 202-208 North Broadway <br />• Episcopal Church of the Messiah — 614 North Bush Street <br />75A-6 <br />
