Zoning Ordinance Amendment No. 2019-03 — Transit Zoning Code Amendments <br />July 2, 2019 <br />Page 7 <br />Parking Driveway Standards <br />Sub -district Impacted: Transit Village (TV), Downtown (DT), Urban Center (UC), Corridor <br />(CDR), Urban Neighborhood 2 (UN-2), and the Urban Neighborhood 1 <br />(UN-1) sub -districts <br />Proposed Change: Allow administrative approval of driveway widths to meet Fire Protection <br />and Trash Service Requirements. <br />Currently, the TZ requires 1-way driveways to be within 8 to 12-feet wide and 2-way driveways to be <br />within 20 to 25-feet wide. However, on urban sites trash and fire trucks can have difficulty <br />maneuvering within the maximum 25-foot driveway permitted by the TZC. The proposed <br />amendments would modify the TZC text to allow staff to approve alternate driveway widths to satisfy <br />Orange County Fire Authority (OCFA) and/or refuse collection requirements on a case -by -case <br />basis. The amendment would provide administrative relief in the event that driveways need to be <br />constructed wider than what the current code allows, and would create flexible options to provide <br />access to parking structures and refuse collection areas in a single, co -located location within a <br />development. <br />Upper Story Setback — Downtown (D7) Sub -District <br />Sub -district Impacted: Downtown (DT) <br />Buildings Impacted: Buildings with more than 6 stories <br />Proposed Change: Eliminate the 100-foot setback <br />The Downtown (DT) sub -district requires a 100-foot setback from the property line for portions of <br />buildings above 6 stories. However, many lots in the downtown area have a lot depth of only 120 <br />feet and blocks within the DT sub -district have average depths and widths of 250 feet by 250 feet. <br />This 100-foot setback requirement from the public right-of-way severely limits development potential <br />and building design. The proposed amendment eliminates the 100-foot setback requirement for <br />portions of buildings over 6 stories tall. This amendment would establish a development standard <br />that allows lots with only 120-feet depth to be redeveloped with more practical designs. <br />Lot Width and Depth Standards and Text Amendments <br />Sub -district Impacted: All <br />Buildings Impacted: Flex Block, Lined Block, and Stacked Dwellings <br />Proposed Change: Establishes a Minimum Depth for Flex Block, Lined Block and Stacked <br />Dwellings of 100-feet <br />The TZC currently specifies minimum lot depths of at least 130 and 170-feet, which exceeds the <br />typical lot depths of 125-feet currently found in the downtown area. The proposed amendments <br />would modify the development standard to specify a minimum 100-foot lot depth for Flex Block, <br />Lined Block, and Stacked Dwelling building types. Specifically, the Flex Block minimum lot depth <br />would be amended from 130 to 100-feet, the Lined Block minimum lot depth from 170 to 100-feet <br />minimum, and the Stacked Dwellings minimum lot depth from 130 to 100-feet minimum. These <br />amendments would create a more realistic development standard that addresses current lot sizes <br />and shapes in the downtown area. In addition, it would provide additional standardization of TZC <br />development standards by eliminating internal inconsistencies within the plan. <br />75A-7 <br />
