Agreements with Project Partners, Interwest Consulting Group, Penco Engineering, Inc., <br />GK & Associates, and Transtech for Engineering and Technical Support Services <br />July 16, 2019 <br />Page 2 <br />improvements, as well as to support city-wide development and utility permit -related services. In <br />anticipation of peak workloads which will exceed the current staffing capacity of the Public Works <br />Agency, the recommended staff augmentation would help maintain time -sensitive project delivery <br />schedules and commitments related to private property development activity. The approval of this <br />recommended action will allow the City to temporarily augment staff as needed for various <br />engineering, technical and administrative duties, to meet the agency goals and deliver projects in <br />a timely manner. <br />The plan checking and permit fees that the City charges developers are based on cost recovery, <br />and the on -call nature of the recommended contracts assures that the city can maintain <br />responsiveness. The table shown in Exhibit 1 summarizes the revenues for plan checking and <br />permitting that Public Works has received over the last seven fiscal years, and shows that permit - <br />related actual revenues significantly exceed the estimated/budgeted revenue each year. <br />On May 30, 2019, the Public Works Agency released a Request for Proposals on the City's <br />website and notified qualified consulting firms. Ten proposals were received and evaluated by a <br />review committee from the Public Works Agency. Each firm was rated according to its <br />organization, credentials, resumes, references, and fees to provide the required services. <br />The list of the firms and each respective score is as follows: <br />FIRM SCORE <br />Project Partners, Inc. <br />b9 <br />Interwest Consulting Group <br />86 <br />Penco Engineering, Inc <br />84 <br />GK Associates <br />82 <br />TransTech <br />81 <br />NV5 <br />77 <br />Infrastructure Engineers <br />74 <br />Albert Grover and Associates <br />73 <br />Adams Streeter <br />69 <br />Ronin Staffing <br />65 <br />Staff recommends that Project Partners, Inc., Interwest Consulting Group, Penco Engineering, <br />Inc., GK Associates, and TransTech be retained to provide engineering, technical, and <br />administrative support services (Exhibits 2 through 6). The cost proposals from these top five <br />firms were negotiated to ensure the City receives the highest quality and value. <br />ENVIRONMENTAL IMPACT <br />There are no environmental impacts associated with this action. <br />25F-2 <br />
