Under Transtech's Municipal <br />Service Contracts, he served at approximately 10 Cities in various <br />capacities, such as Contract Building Official, Deputy Building Official, <br />Plan Checker, Inspector, City Engineer and CIP Manager. <br />He successfully Implemented the transition of City Engineering and/or <br />Building Department Services for a number of local agencies in California. <br />He has extensive experience in construction, California Building Codes, <br />building and safety plan check and Inspection, code interpretations, and <br />resolving code related construction and plan check problems on a broad <br />range of residential, commercial and public works capital improvement <br />projects. He has a broad knowledge of municipal government operations, <br />including preparation and presentation of staff reports/resolutions to city <br />councils, committees and interaction with public, various city departments, <br />city council and other governmental agencies. <br />Mr. Melicher has served as Principal Manager for a wide variety of <br />projects. Depending on the speck project, Mr, Melicher's services <br />included everything from initial concept to project close-out. As each <br />project faced its own unique challenges, Mr. Melicher was able to employ <br />his extensive public agency background to insure the most expedition and <br />cost effective solution to each respective challenge, especially where, as <br />Program Manager, Mr. Melicher was specifically responsible for acting on <br />behalf of and insuring the best interests of the project's client. His <br />experience includes serving as Owner's Representative and Construction <br />Manager for large and complex construction projects, such as public <br />works/infrastructure, community center, city hall, library, parking structure, <br />movie theaters, retail centers, etc. <br />Mr. Melicher also provided his expertise in the construction field serving <br />as an expert witnesses for construction claims and defects.
