REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />JULY 16, 2019 <br />TITLE: <br />APPROVE AN APPROPRIATION <br />ADJUSTMENT; ADOPT A RESOLUTION <br />AMENDING RESOLUTION NO.2015-026 TO <br />EFFECT CERTAIN CHANGES TO THE <br />CITY'S BASIC CLASSIFICATION AND <br />COMPENSATION PLAN; AND APPROVE A <br />MEMORANDUM OF UNDERSTANDING <br />WITH THE SANTA ANA POLICE <br />MANAGEMENT ASSOCIATION (SAPMA). <br />(STRATEGIC PLAN NO. 7, 4, 8r 6) <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on ls' Reading <br />❑ Ordinance on 2n' Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Approve an Appropriation Adjustment to move $688,182 from the General Fund Non - <br />Departmental accounting unit into the appropriate General Fund accounting units noted in <br />Exhibit 1. <br />Adopt a Resolution Amending Resolution No. 2015-026 to include certain changes to the <br />City's Basic Classification and Compensation Plan. Exhibit 2. <br />3. Authorize the City Manager and Clerk of the Council to execute a Memorandum of <br />Understanding with the Santa Ana Police Management Association (SAPMA) for the period <br />July 1, 2018 through June 30, 2021, regarding wages and other terms of conditions of <br />employment as Exhibit 3. <br />DISCUSSION <br />The City and the SAPMA recently completed contract negotiations resulting in a new three-year <br />Memorandum of Understanding (MOU). The MOU covers July 1, 2018 through June 30, 2021. <br />The major provisions of this agreement include: <br />1. Term: A three-year term, from July 1, 2018 through June 30, 2021. <br />2. Salary: Effective July 1, 2019, the base salary of classifications covered by this MOU shall <br />be increased by approximately ten percent (10%). Effective July 1, 2020, the base salary of <br />classifications covered by this MOU shall be increased by approximately four percent (4%). <br />55A-1 <br />
