The <br />applicant was in attendance during the Planning Commission public hearing on June 10, 2019 <br />and was made aware of the conditions by the Planning Commission at the hearing and was <br />provided appropriate time to file the appeal. <br />Amendment Application (Zone Change) <br />Approval of an Amendment Application is required for this project to rezone the subject property <br />from Light Industrial (M1) to General Commercial (C2). The proposed change is consistent with <br />the existing General Commercial (GC) General Plan Land Use designation and other properties <br />along the First Street Corridor. The zone change will allow for a larger convenience store than <br />what the M1 zone allows. The M1 zoning limits the size of convenience stores ancillary to service <br />stations to 2,000 square feet. The proposed 7-Eleven is 2,480 square feet. In addition, as part of <br />the review of this application, the City is also proposing to change the zoning designation of 1910 <br />and 1916 West First Street and 1901 West Walnut Street from M1 to C2 and 2002 West First <br />Street from Community Commercial (Cl) to C2 to ensure land use and zoning consistency for <br />this street block on First Street. <br />The 1998 General Plan land use map designates the subject properties as GC, with the C-2 <br />designation being a compatible zoning district as identified in General Plan. The GC designation <br />applies to commercial corridors in Santa Ana including those located along First Street. The GC <br />districts are key components in the economic development of the city and provide visible and <br />accessible commercial developments along the city's transportation corridors.
