Appeal No. 2019-02, ER No. 2017-140 & AA No. 2019-02 <br />July 16, 2019 <br />Page 5 <br />Environmental Analysis <br />In accordance with the California Environmental Quality Act (CEQA), a Mitigated Negative <br />Declaration (Environmental Review No. 2017-140) with technical studies was prepared for the <br />project (Exhibit 5). No areas of unavoidable impacts were identified as resulting from the <br />construction or operation of the proposed project. The project requires adoption and approval of <br />a Mitigation Monitoring and Reporting Program (MMRP), which contains mitigation measures to <br />address biological resources, geology and soils, noise, transportation, and hazards and <br />hazardous materials (Exhibit 5). <br />On May 8, 2019 the draft MND was circulated to interested parties and the notice of intent was <br />published in the Orange County Register and posted with the County of Orange Clerk. The draft <br />MND was available for public review at the Santa Ana City Hall, Main Library, and on the project <br />webpage on the City's website. No comments were received that would result in an impact or <br />require additional mitigation measures. <br />Table 1: Public Notification & Community Outreach <br />Public Notification & Community Outreach <br />Notification by mail was mailed to all property owners/occupants <br />Notification by mail <br />within 500 feet of the project site, and interested parties, on July <br />Required Measures <br />5, 2019. <br />Newspaper posting <br />Newspaper posting was published in the Orange County <br />Reporter on July 5, 2019. <br />Sunshine Meeting <br />Sunshine Ordinance community meetings were held on December 12, 2017 and on <br />February 8, 2018 from 6:00 p.m. to 8:00 p.m. at Monte Vista Elementary (2116 West <br />Monte Vista Avenue) in accordance with the provisions of the City's Sunshine Ordinance. <br />A total of 7 members of the public attended both meetings. The applicant provided all the <br />required information to the City after the meeting. Two attendees completely opposed the <br />construction of a 7-Eleven convenience store and gas station and stated that the City <br />already has too many of them. The remainder of the participants raised concerns about <br />safety, potential traffic impacts, and the sale of alcoholic beverages. The sale of alcoholic <br />beverages at this location is not allowed per the City's alcoholic beverage ordinance. A <br />Traffic Site Analysis (TSA) was prepared for the project and reviewed by the Public Works <br />Agency and it was determined that no significant and unavoidable impacts would be <br />generated by the project. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #3 - Economic Development, <br />Objective #2 (create new opportunities for business/job growth and encourage private <br />development through new General Plan and Zoning Ordinance policies). <br />75B-5 <br />
