Development Agreement No. 2004-01 <br />Tentative Parcel Map No. 2004-02 <br />une 14, 2004 <br />Page 5 <br />8. Relocating the historic structure located at 1015 North Broadway <br />(Twist -Basler House) to Cabrillo Park at the sole expense of the <br />Developer. Additionally, the structure shall be set upon a new <br />foundation and supplied with all necessary utilities. The structure <br />shall be rehabilitated to City standards and funded through the Arts <br />and Culture Fees paid by the Developer for the Project. <br />Tentative Parcel Map <br />Caribou Industries is also requesting approval of a tentative parcel map <br />in order to merge 12 parcels into one lot and to vacate most of Sycamore <br />Street between Tenth Street and Washington Avenue. Since the One Broadway <br />Plaza development project has been thoroughly reviewed in conjunction with <br />the environmental impact report, no major issues were identified with the <br />map. Further, a review of the City of Santa Ana Municipal Code and the <br />California Subdivision Map Act shows that the proposed tentative map <br />complies with both the State Map Act and Chapter 34 of the Municipal Code <br />!Exhibit 2). <br />Existing easements and utilities over the remainder parcels and which <br />currently service buildings to remain will need to be maintained. <br />Therefore, covenants, conditions and restrictions (CC&Rs) will need to be <br />recorded for the project. This document, which will include provisions <br />for parking, water, sewer and fire systems, will need to be recorded prior <br />to approval of the Final Map. <br />Mitigation Measures <br />Finally, staff is recommending that the City Council adopt additional <br />mitigation measures for the project. Comments sent by the Santa Ana <br />Unified School District (SAUSD) on the draft environmental impact report <br />were not received until recently. The SAUSD comments request the addition <br />of more specific language to protect students who will pass the project <br />site on their way to and from Willard Intermediate School and the Orange <br />County High School of the Arts during construction of the project <br />(Exhibit 3). The requested mitigation measures are consistent with the <br />intent of other mitigation measures found in the Mitigation Monitoring <br />Program. These comments have been incorporated into the Public Services <br />section of the Mitigation Monitoring Program for the project (PS-11 <br />through 13). <br />
