2525 North Main Street <br />January 14, 2019 <br />Page 3 <br /> <br />Item Information <br /> South Single‐Family Residential — R1 <br />West Discovery Science Center — SD‐65 <br />Property Size 5.93 acres (258,310 square feet) <br />Existing Site <br />Development <br />The site contains a two‐story, 81,172 square foot office building with 442 parking <br />spaces <br />Applicable Zoning Code <br />Sections <br />Existing: SAMC Chapter 41, Article Ill, <br />Division 8 (Professional) <br />Proposed: SAMC Chapter 41, Article III, <br />Division 26 (Specific Development) <br />Entitlements SAMC Chapter 41, Article V, Division II <br />(Amendments and Change to District Boundaries) <br /> <br />Background and Chronology <br />City records indicate that the site was occupied by a variety of uses, including a mortuary, gas <br />station, medical center and single‐family residences in the 1970s. At that time, the site had two <br />zoning designations of General Commercial along Main Street and Single‐Family Residence to the <br />east. In 1980, General Plan Amendment No. 1980‐20, Amendment Application No. 832 and <br />Conditional Use Permit No. 1980‐07 were approved, amending the general plan designation to <br />Professional and Administrative Office and changing the zoning to the Limited <br />Professional/Specific Development District (LP/SD) to allow for the construction of the existing <br />two‐story office building with 269 parking spaces on 4.66 acres of the subject site. A 1.27‐acre <br />parcel located at the corner of Main Street and Edgewood Road remained as General Commercial. <br />In 1996, General Plan Amendment No. 1996‐04 and Amendment Application No. 1996‐04 were <br />approved to amend the General Plan and zoning designations of several properties along Main <br />Street, between the I‐5 Freeway and Main Place Drive/Memory Lane, including the subject <br />property. The amendments provided consistency with the mid‐rise offices and were intended to <br />create a gateway to the Main Place District Center from downtown. The subject property was <br />amended to the current designations of Professional and Administrative Office and zoning was <br />amended to Professional. In the early 2000s, the property at the corner of the site (previously a <br />medical office building) was combined with the subject site to expand the parking lot for the office <br />building. <br />Project Description <br />The applicant is proposing to demolish the existing office building and develop a high density <br />multi‐family residential development on the site. The original proposal included the development <br />of 517 residential units wrapped around an 8‐level parking structure. However based on staff and <br />public feedback, the applicant elected to reduce the request to 496 units. The revised project <br />would result in approximately 930,705 square feet of development (572,075 square feet of <br />residential buildings and 358,630 square feet of parking structure and common open space <br />structures) at a density of 84 dwelling units per acre, with an average unit size of 972 square feet. <br />The floor area ratio is 2.21 which is derived by calculating the square footage of the gross building <br />square footage (residential development and common open space, excluding the parking <br />structure square footage) by size of the property.
