The project is in scale with the commercial buildings along <br />Main Street and significantly larger in scale than the residential homes to the south and east. The <br />project has been designed with courtyards to reduce the bulk of the building and will also be <br />tiered on the east from 2‐stories to 5‐stories. <br />Shade/Shadow <br />Section 4.1 of the Draft EIR analyzed shade and shadow impacts. Shade and shadow studies were <br />prepared for each calendar month. For CEQA purposes, impacts are considered significant if <br />shadow‐sensitive uses would be shaded by the project‐related structures for more than 3 hours <br />between the hours of 9:00 a.m. and 3:00 p.m. between fall and spring, or for more than 4 hours <br />between the hours of 9:00 a.m. and 5:00 p.m. between spring and fall when compared to existing <br />conditions. The CEQA threshold has been used in the past by Santa Ana for other projects. As <br />proposed, the project would cast shadows on the residential properties, but not for more than 3 <br />hours between fall and spring or for more than 4 hours between spring and fall. <br />Neighborhood Character <br />The Park Santiago neighborhood is characterized by large one‐story and two‐story homes with a <br />variety of architectural styles (Minimal Traditionalist, Colonial Revival, Craftsman, Spanish, and <br />Ranch). The project site also has street frontage along North Main Street which is described in <br />the General Plan as an opportunity for the establishment of a cohesive, height intense, mixed <br />activity center with a strong presence in the region. The project is not in character with the <br />neighborhood, which it shares two sides with, as the neighborhood is comprised of single‐family <br />dwellings and the project is a high density multi‐family housing project. The proposed project <br />however, has a modern contemporary design with a variety of materials that would fit the design <br />intent of North Main Street. It is common for high density multi‐family projects to have a different <br />architectural style than surrounding single‐family dwellings as the architectural styles of <br />single‐family homes often do not translate well to multi‐storied buildings. <br />Commented [DH52]: Another way of <br />saying 5 levels with mezzanine is <br />entertainment deck on the roof of the 5th <br />floor. <br /> <br />The parking structure is 9 levels, with 2 levels <br />Two levels of the parking structure would <br />extend above the residential portion of the <br />building (See page 4). <br />Commented [DH53]: Interesting point <br />here is the structures have limited shading <br />effect but the proposed trees that will be <br />installed will have a major shading effect on <br />the existing residential homes along the <br />eastern border of the property. <br />Commented [DH54]: As it says, the project <br />is not in character with neighborhood. The <br />property in question is part of the Park <br />Santiago Neighborhood Association. It is not <br />a part of any District Center. <br />Commented [DH55]: Our point exactly. <br />This could be one of the reasons the property <br />is designated PAO.
