ARCHANGEL MICHAEL COPTIC ORTHODOX CHURCH <br />COMMUNITY SERVICE BUILDING PROJECT <br />4405 W EDINGER AVE, SANTA ANA, CA 92704 <br /> <br /> 1 <br />45848142;1 <br />ARCHANGEL MICHAEL COPTIC ORTHODOX CHURCH’S HISTORY: <br /> <br />The Coptic Orthodox faith traces their founding to Saint Mark, an apostle of Jesus Christ, who is <br />credited with bringing Christianity to Egypt and founding the Coptic church during the first <br />century. There are over 200 Coptic Orthodox parishes in the United States, and approximately <br />42 of those churches are in Southern California. Archangel Michael Coptic Orthodox Church <br />was the first Coptic Orthodox Church in Orange County. The Archangel Michael Coptic <br />Orthodox parish of Santa Ana was founded in 1980, and the existing Archangel Michael Coptic <br />Orthodox Church facility was constructed in 1992. <br /> <br />PROJECT REQUEST: <br /> <br />Archangel Michael Coptic Orthodox Church (the “Applicant”) owns the properties located at <br />4319 – 4405 W. Edinger Avenue and at 4326 – 4402 W. Regent Drive (collectively, the “Site”) in <br />the City of Santa Ana (the “City”). The Applicant proposes the following improvements for the <br />Site: (i) construct a new two-story, 9,928 square foot Community Service Building; (ii) demolish <br />five existing single-family dwellings and replace with 55 new parking spaces (for a total of 156 <br />parking spaces) and more than 26,500 square feet or 0.66 acres (approximately 25-percent of <br />the Site) of landscaped area; (iii) open the existing mezzanine to provide pew seating for <br />approximately 110 parishioners in the existing church’s sanctuary building to allow additional <br />parishioners to attend regular religious services; (iv) discontinue use of the basement level of <br />the existing church building as a multipurpose room, kitchen and religious <br />education/community programing meeting rooms, and use it instead for general storage as <br />needed; and (v) voluntarily merge the underlying parcels into a single development site, if <br />required by the City, (collectively referred to herein as the “Project”). <br /> <br />Pursuant to Chapter 41 of the Santa Ana Municipal Code (“SAMC” or “Code”), the applicant <br />hereby requests the following entitlements to permit the development of the proposed Project: <br />• Development Project Plan Approval to allow the construction of the Community Service <br />Building, additional parking area, and landscape improvements. SAMC § 41-668 through <br />41-674. <br />• Conditional Use Permit to: (i) construct the Community Service Building as a second <br />main structure on the Project Site, (ii) construct additional parking area, and (iii) open <br />the existing church’s mezzanine in the sanctuary to support the church’s operation and <br />parish needs. SAMC §§ 41.232.5 and 41-632. <br />• Minor Exception to allow a 20 percent (5-½ foot) increase in height for portions of the <br />Community Service Building’s roof to extended up to 32 feet and 6 inches in order to <br />ensure that sufficient head-room, in compliance with the Building Code, is provided on <br />the interior of the Community Service Building. SAMC §§ 41.632.(a)(3)(d). <br />• Voluntary Parcel Merger to create a single development parcel, if determined to be <br />required by the City. SAMC § 34-366 through 34-371. <br /> <br />4-35
