ARCHANGEL MICHAEL COPTIC ORTHODOX CHURCH <br />COMMUNITY SERVICE BUILDING PROJECT <br />4405 W EDINGER AVE, SANTA ANA, CA 92704 <br /> <br /> 2 <br />45848142;1 <br />PROJECT DESCRIPTION: <br />The Project Site is comprised of multiple underlying parcels and is approximately 2.45 acres in <br />size. The existing Archangel Michael Coptic Orthodox Church site is associated with the address <br />of 4405 W. Edinger Avenue (APN 108-244-30) (“Existing Church Site”). The Existing Church Site <br />contains a two-story building with an existing mezzanine and basement (“Church”), in addition <br />to surface parking and landscape areas. The remainder of the Existing Church Site and the <br />Applicant’s adjoining parcels are developed with older single-family dwellings and related <br />improvements. <br /> <br />The Project Site is located in the Riverview West neighborhood north of West Edinger Avenue <br />between South Newhope Street and South Gates Street. The Project Site is located along the <br />southwestern boundary of the City of Santa Ana and is across the street from the northeastern <br />boundary of the City of Fountain Valley. Suburban residential development surrounds the <br />Existing Church Site. Commercial shopping center areas are located within a few blocks to the <br />east and west, and multiple public elementary and junior high schools are located within <br />walking distance of the Project site. The entire Project Site is designated as Low Density <br />Residential (LR 7.0) under the City’s General Plan, and is zoned Single Family Residential (R1) by <br />the City’s official Zoning Map. <br /> <br />The Applicant proposes to maintain the existing Church and redevelop the remainder of the <br />Project Site with a new Community Service Building and new surface parking and landscaping <br />improvements. Specifically, the Project proposes to construct a new two-story 9,928 square <br />foot Community Service Building. In addition, five single-family dwellings under the Applicant’s <br />ownership, either on or adjoining the Existing Church Site, will be demolished and replaced with <br />surface parking and new landscaping for the Project. The addresses associated with the <br />dwellings that will be demolished are: (i) 4325 W. Edinger Avenue (APN 108-244-14); (ii) 4319 <br />W. Edinger Avenue (APN 108-244-13); (iii) 4326 W. Regent Drive (APN 108-244-30); (iv) 4330 W. <br />Regent Drive (APN 108-244-30); and (v) 4402 W. Regent Drive (APN 108-244-07). After <br />completion of the improvements, the Project Site will consist of the approximately 9,740 <br />square foot existing Church and the new 9,928 square foot Community Service Building, along <br />with related parking and landscaping. As a result of the Project, there will be net reduction of <br />overall building area for the entire Project and an increase in parking spaces and landscaping. <br />The following provides detailed information pertaining to the Project’s specific areas of <br />demolition and construction. <br /> <br />• The existing Church is approximately 9,740 square feet in size, plus a 7,058 square foot <br />basement. The Church is two stories, and currently contains an unoccupied mezzanine <br />within the sanctuary and a basement. As part of the Project, the existing mezzanine in <br />the sanctuary will be opened to allow additional pew seating for approximately 110 <br />parishioners during regular religious services. Although the mezzanine was constructed <br />for occupancy in accordance with Building Code standards at the time of the original <br />4-36
