<br /> <br />FUTURE INFRASTRUCTURE IMPROVEMENTS <br /> <br />The roadway network for the Future without Project Conditions within the Study Area could also <br />be affected by regional improvement plans, local specific plans, and programmed <br />improvements. These changes were accounted for as described below: <br /> <br /> <br />Intersection 2: Mabury Street & 17th Street <br /> <br />The two-way stop controlled intersection of Mabury Street & 17th Street currently provides one <br />shared left-turn/through/right-turn lane on the northbound and southbound approaches and two <br />through lanes and one shared through/right-turn lane on the eastbound and westbound <br />approaches. 17th Street currently provides a painted center median to permit left turns. <br /> <br />The future improvement at this intersection includes signalization as well as modification to the <br />eastbound and westbound approaches. The signal was tested with a protected left-turn phasing <br />in the eastbound and westbound directions and a single phase in the northbound and <br />southbound directions to accommodate left-turn/through/right-turn movements. The final <br />phasing of the intersection traffic signal will be determined by the City. The modification of the <br />eastbound and westbound approaches includes exclusive left-turn lanes at the intersection. <br />With the improvement, the eastbound and westbound approaches would provide one left-turn <br />lane, two through lanes, and one shared through/right-turn lane. The future lane configuration <br />improvement at Mabury Street & 17th Street is shown in Appendix B. <br /> <br />The City has determined that a signal may not be in place when the Project opens in 2019. The <br />Project will contribute its fair-share of the cost of signalization and this contribution is discussed <br />later in Chapter 4. The proposed exclusive left-turn lanes on the eastbound and westbound <br />approaches are discussed further in Chapter 5. <br /> <br /> <br />City General Plan <br /> <br />Santa Ana Circulation Element Update (City of Santa Ana, 2012) includes the City’s vision for a <br />more integrated bicycle network throughout the City, including within the Study Area.
