<br /> <br />FUTURE WITH PROJECT TRAFFIC VOLUMES <br /> <br />Figure 10 shows the results of adding the Project traffic shown in Figure 8 to the Future without <br />Project traffic levels shown in Figure 6. These volumes represent Future with Project Conditions <br />and include existing traffic, ambient traffic growth to Year 2019, and Project traffic for both <br />morning and afternoon peak hours. <br /> <br /> <br />CITY OF SANTA ANA IMPACT CRITERIA <br /> <br />The City has established criteria for determining the significance of a traffic impact on the <br />existing street system. The impact is measured in terms of the incremental increase in the <br />volume/capacity (V/C) ratio at a signalized intersection. This increase is calculated by <br />comparing the traffic desiring to travel through an intersection to the capacity of that <br />intersection. The City states that an incremental impact is considered to be significant if the <br />project increases the capacity V/C ratio by the following amounts: <br /> <br />Intersection LOS Incremental Increase <br />after the Addition of Project Traffic in V/C <br /> <br />E 0.01 <br />F 0.01 <br /> <br />An intersection would also experience a significant impact if the intersection is anticipated to <br />operate at a LOS E or F due to the addition of project traffic. An intersection operating at C or <br />better would not experience a significant impact no matter the level of project-related <br />incremental impact. <br /> <br />The criterion for determining the significance of a traffic impact at an unsignalized intersection is <br />whether the intersection is anticipated to operate at LOS E or F due to the addition of project <br />traffic and a traffic signal is warranted. <br /> <br /> <br /> <br /> <br />221-83
